Position Summary:

The purpose of this role is to support Key Internal Stakeholders within Jacobs Field Services with the ultimate objective to achieve (or better) the Annual Financial Plan. To provide commercial professionalism and guidance to all Jacobs Field Services personnel outside of the Commercial Function. To ensure all Contractual and Commercial commitments and transactions undertaken by Jacobs Field Services are in accordance with Legislation, Corporate Governance , Policies and Procedures.

Reports to: Commercial Director

Line Management of: All Commercial Staff within the designated business area or specific major project.

Works with: Project Accountant to ensure compliance with Financial Corporate Governance.

Works with: Sales, Director of Projects and Legal Counsel to ensure an appropriate commercial review is undertaken of all Bid proposals and contract terms and condition.

Interfaces: VP, Commercial Director, Executive Director of Projects, Director of Projects, Director of Finance, Project Managers, Estimating Manager, Sales Manager, Accounts Manager, Procurement Manager

Recruitment of Staff: Works with the Commercial Director on search, selection and recruitment of all Commercial Staff within the designated business area or major project

Technical/Functional Responsibilities:

Position Description

  • Commercial Advisory role to the business unit, predominately Operations and Finance on commercial performance and optimization.
  • Responsibility for development, coordination and implementation of commercial components of the Annual Financial Plan.
  • Work collaboratively with the Commercial Director and his peers to embed Commercial Corporate Policies and Governance
  • Assist Commercial Director in ensuring consistency and best practice ways of working across the business unit to achieve continuous improvement.
  • Develop robust and trusting relationship with Directors of Projects.
  • Coach respective Operational personnel in relation to the Contract, Contract Administration, Contract Risk, Procurement, Cost and Value Reconciliation, Forecasting and Contract Profitability.
  • Proactively train key personnel in methods to increase overall profitability.
  • Work alongside other key internal customers i.e. Sales, Estimating, Project Delivery and Accountants.
  • Build robust and trusting relationships with Clients. Within this relationship embed adequate change management controls and mechanisms, accurate forecasts and a sufficient level of contract administration in accordance with the terms of the Clients Contract(s).
  • Ensure agreements on route for payment, hold open and honest conversations with regards to Early Warnings , other notices, Variations and claims.
  • Ensure the Commercial Manager is seen as the "Go-To" point of contact for all Commercial escalations with Clients
  • Review, understand and communicate Contract requirements to the Delivery Team.
  • Manage the CVR and Forecast Process and Submit to Commercial Director, Finance Director and Director of Operations as per the CVR timetable.
  • Prior to CVR submission ensure a full CVR meeting lead by the Commercial Manager, takes place with the Director of Projects, Project Manager and Project Accountant.
  • Work with Project Managers to implement, analyze and report on labour productivity i.e. Planned v Earned Value, in line with man hours to complete
  • Ensure effective change control process and management of, is embedded within the relevant part of the business unit you are responsible for.
  • Provide feedback throughout the project lifecycle to the Sales Manager on contract award validation, execution and lessons learned.
  • Be the interface between Commercial, Operations and Legal for all contract reviews at "Expression of interest" and "ITT" stages.
  • Ensure Sub-Contract arrangements are put in place when required using the NEC suite of Contract Documents, either Short or Full Forms of Contract.
  • Ensure correct administrative processes are put in place for management of these Sub-Contracts paying particular attention to change controls, early warning, compensation events, changes to scope of works and payment.
  • Develop and manage the risk and opportunities register.
  • Support Project Manager in resolving commercial issues with the Client and implement strategies to avoid litigation/claims.
  • Proactively support the Project Review Process and attend the Operational Performance Review (OPR).
  • In the event of a claim, work collaboratively with Legal to minimize company exposure.
  • Submit CVR in a format to enable Director of Finance to be able to utilize data for cost forecasts, revenue and gross margin assumptions/submissions.
  • Interact with Finance team to identify "Hits" and/or "Pick Ups" in Month
  • Provide robust and accurate CVR data to feed into quarterly schedule 2 forecasts as per the timetable.
  • Ensure all procurement and governance processes are adhered to within the designated business area.
  • Ensure correct levels of authority are applied to SMR's for the procurement of goods, services, consumables and sub-contracts.
  • At project validation review work with the project team to prepare a procurement plan.
  • Use procurement plan to interact with Commercial Director and Procurement Manager to agree forms of contract and procurement activities to leverage best outcome for the business.
