At the request of the Government, the contractor will develop, or assist in the development of analyses, analytical tools, or files for analysis. This task includes, but is not limited to expertise in all Microsoft Office programs that are otherwise used to create files and documents, linking to ODBC tables and databases, use of SAS software, and other data extraction and analysis tools as needed. After developing the analysis, the contractor shall provide briefings, reviews, and facilitate discussion forums that highlight causative factors, recommended courses of action, and methods to measure implemented recommendations. This area contains numerous positions/ various responsibilities and is broken out by customer. To support these tasks, the contractor will do the following:

To Support Land, Maritime, SAPD, Small Business Office or Operations Directorate-
  • Collaborate with the Government to develop and maintain a detailed project management plan to include specific tasks, assignments, milestones and schedules
  • Use advanced statistical measures and processes, data mining and data warehousing techniques, and quantitative/qualitative techniques in evaluating data to highlight trends and causal factors
  • Employ various data collection techniques using correspondence, various reports, questionnaires, and interviews with personnel
  • Develop and analyze, or assist in the analysis and development of, business case analyses, project cost estimates, return on investment (ROI) analyses, and other financial analyses to highlight potential areas to reduce costs while maintaining or increasing customer service levels
  • Develop or assist in studies and analysis of collecting data, transferring data to database files, creating database files
  • Develops and evaluates transportation systems, programs, operations, functions and organizations
  • Generate statistical data, reports, charts, spreadsheets, and other output as directed by the Government; possess automation skills to extract and compile data from subject matter personnel, databases, and reports for compilation of data and preparation of statistical data.
  • Develop or assist in the development and documentation of processes/procedures for developing reports, charts, or other items, as directed by the Government
  • Provide reports and data for management advice, recommendations, and decisions.
  • Develop documentation of processes/procedures used in the development of products and services rendered under this task.
  • Analyze Weapon System Support for various MRAP Projects as assigned, make recommendations to the Weapon System Support Manager, Supply Chain POCs, Planners, Pre & Post Award teams.
  • Interrogate DLA AIS, compile and analyze results, and provide Feedback to the Weapon System Support Manager, APO MRAP, TACOM MRAP ILSC, and others as needed or assigned.
  • Conduct training on tools and reports as necessary to facilitate the effective use of said tools and reports.
  • Gather data through internal and external sources when needed to complete analysis.
  • Additional Duties as assigned.

Analytical services may also include, but not be limited to the following:
  • Backorder Reduction Support. The contractor will aid DLA Land and Maritime's efforts in reducing backorders. Specifically, the contractor will provide analytical support services to locate and facilitate the supply to the Government of NSN items currently in backorder status. This is to be accomplished through obtaining improved delivery of existing contracts; finding material to satisfy backorders; or finding sources of supply with delivery schedules that are acceptable to the Government. While the contractor's focus will be on the whole population of backorders, the priority of NSNs to be worked will be determined by the Weapon System Support Manager.
  • Administrative Coordination and analytical support for various MRAP meetings, such as, but not limited to, MRAP PMRs, IPRs, Parts Summits, and weekly recurring teleconferences.
Minimum of two (2) years college or vocational training in area of specialty plus twelve (12) years relevant experience, or any equivalent combination of education / experience for total of fourteen (14) years. Demonstrated leadership ability and good communication skills required.

Must be able to obtain and maintain a security clearance.

Essential Functions

Work Environment

Generally an office environment, but can involve inside or outside work depending on task. An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including warm and cold climates. Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions. Office is located on site in Government spaces at: DLA, Columbus, OH.

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. Must be able to lift and carry up to 25 pounds. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.


Regular hours will be between Monday-Friday 8:00 a.m. - 5:00 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
