The successful candidate will be responsible for the following: Oversee the Special Programs Division (SPD) to include testing and training initiatives within the chem/bio community. Operational evaluation of equipment and techniques. Working with chemists and biologists inside laboratories and testing facilities. Special Programs is responsible for the management of multidisciplinary programs involving chemical biological warfare (CBW) defense, as well as training of individuals and teams from multi agencies including military and first responder communities in CBW and counter-terrorism and counter proliferation. The successful candidate will manage employees working within the Special Programs Division. This will include daily scheduling, time card approval, disciplinary action, day-to-day supervision, performance evaluations, presentations and other duties related to the management of personnel and the Special Programs Division.

Essential Functions

Work Environment

Generally an office environment, but can involve inside or outside work depending on task. An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including warm and cold climates. Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions. Office is located on site in Government spaces at: Dugway Proving Ground, UT.

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. Must be able to lift and carry up to 25 pounds. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. Work will require incumbent to work with hazardous industrial chemicals as well as various chemical warfare agents. Incumbent must be able to wear standard industrial respirators and/or M-40 Mask for protection from industrial chemicals/chemical warfare agents for extended periods of time. In addition, the incumbent may be required to stand for extended periods while performing routine laboratory work.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required. Standard Chemical Laboratory equipment.


Regular hours will be between Monday-Thursday 7:00 a.m. - 5:30 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.

PhD from an accredited college or university in chemistry, physical science, life sciences and five (5) years of related experience with previous supervisory experience or an equivalent combination of education and experience. Requires excellent management and interpersonal communication skills, the ability to innovate and adapt to changing program requirements, and demonstrates problem-solving skills. Must have experiment/laboratory experience in areas related to chem/bio defense. Experience in management of science/engineering professionals and technical staff. Must be experienced in the development and management of cost estimates and budgets. Must be experienced in the development and management measurement. Must be competent in basic computer software (MS Word, Excel, Outlook, PowerPoint, etc.)

Your ability to obtain and maintain the US Government security clearance or a favorable National Agency Check Inquiry (NACI) is necessary to perform the tasks of the position for which you are being employed, as well as any subsequent positions to which you may be assigned. If you do not currently have the appropriate security clearance of NACI, you will have ten (10) days to obtain an interim security clearance or a favorable NACI. Failure to receive an interim clearance within ten (10) days of the submission of your eQIP questionnaire to DSS will render this offer null and void, additionally, failure to obtain and maintain a final security clearance or NACI will result in the termination of your employment.
