This position has an international duty location of Stuttgart, Germany. TESA Requirements must be met for this position.

Intro: The United States Special Operations Command (USSOCOM) requires comprehensive worldwide information technology (IT) support to operate and maintain the Special Operations Forces (SOF) Information Enterprise (SIE). The SIE provides support from the garrison level out to forward-deployed tactical operators and sensors worldwide. In pursuit of these requirements, USSOCOM, its Component Commands, TSOCs, and deployed forces are deploying the Special Operations Forces Network (SOFNET). The deployment of the SOFNET is instrumental to achieving the Commander's Vision of a Global SOF Network that provides strategic options for our national leaders and supported Global Combatant Commanders through a worldwide network that fully integrates our military, interagency and international partners with aligned structures, processes and authorities. The services provided by SITEC II will be a key enabler for over 69,700 users operating in approximately 75 countries.

Z-SOCAF Project Manager and O&M Site Lead (Project Manager Level 2) Job Description: The Project Manager Level 2 (PjM) supporting the Theater Special Operations Command Africa (SOCAF) will serve in a dual capacity -primarily as SOCAF's PjM and secondarily as Jacobs SOCAF site lead.
  • In the primary PjM role, the PjM manages specific projects assigned by the Government, to include project requirements, scope, budget, schedule and performance.

  • In the secondary SOCAF Site Lead role, the PjM will s erve as the Jacobs SITEC II SOCAF lead supporting the SOCAF Headquarters (HQs) and the SOCAF subordinate locations. The PjM will manage Jacobs SITEC II's support of SOCAF's IT Core Service operations and will establish and maintain effective and positive relationships with key customers within SOCAF's area of operations. The PjM will also be the supervisor for the Jacobs team at SOCAF.

  • Technical background, business acumen and people-management skills are required.

  • Because the PjM directs the work of other employees, the right candidate for this position requires strong interpersonal and communication abilities.

  • Experience in supporting DoD Information technology (IT) operations and analytical thinking are very important, as this position often involves IT operations problem resolution and process development.

  • A strong customer service orientation is a must because the PjM often serves as the final escalation point for high-visibility troubleshooting.
  • In the primary PjM role, the PjM:
    • Executes project management processes and methodologies within project frameworks to ensure projects are delivered on time, within budget, adhere to high quality standards, and meet customer expectations.

    • Articulates key critical path activities and understanding the technical requirements, dependencies, and tradeoffs at varying levels of system design (e.g., logical and physical).

    • Monitors, adjusts, and reports on the project's performance, budget and schedule.

    • Provides interim progress reviews to the Government on an as-needed basis.

    • Assists with proposing, implementing, and enforcing Government policies, standards, and methodologies and is responsible for either developing or supervising the preparation of studies, reports, and acquisition documents.

    • Manages the overall coordination of IT applications development projects, from planning through implementation. Setting project scope, priorities, and deadlines, as well as the schedule for deliverables

    • Facilitating discussions and consensus among various project stakeholders, such as analysts, applications programmers and the Government .

  • In the secondary SOCAF Site Lead role, the PjM:
    • Analyzes workflow, delegating projects, and meeting departmental goals.

    • Develops and monitoring performance standards.

    • Provides input on hiring decisions for technical staff.

    • Oversees the consolidation of IT services.

    • Articulates key critical path activities and understanding the technical requirements, dependencies, and tradeoffs at varying levels of system design (e.g., logical and physical).

Minimum Education/Experience Requirements: Bachelor's Degree from an accredited college or university in Information Systems, Computer Science, Engineering, a Mathematics-intensive discipline, or a major field of study which either provides substantial knowledge useful in managing large, complex Automated Information System (AIS) projects or is closely related to the work as described and required by the Statement of Objectives and at least ten (10) years of progressive and intensive experience in management, with at least two (2) years of relevant experience in a position with duties commensurate to those defined in the Statement of Objectives, or five (5) years of specialized experience in a position with duties commensurate to those defined in the Statement of Objectives.

Candidates must have a working knowledge of Federal Acquisition law, regulations, policies and procedures, including substantial involvement in a major acquisition effort.

Required Certification: PMI Project Management Professional (PMP).

Must have the ability to obtain TS/SCI required.

Essential Functions

Work Environment

Work will be performed in a cubical environment inside a large facility. Will require some travel to CONUS and OCONUS Special Operations locations depending on requests by the customer. May be required to attend off site meetings.

Physical Requirements

Sitting at desk. Phone use and PC or laptop. Filing required. May require lifting and carrying boxes of supplies or files up to 25 lbs. Extended periods of sitting while on PC/laptop or phone.

Equipment and Machines

General office equipment, which includes: telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment. Knowledge of Microsoft Office Suite is required.


Regular attendance in accordance with established work schedule is mandatory. Work assignments dependent on requirements by the client. It is important to be able to work at least 8 hours a day for 5 days per week (Monday through Friday). Normal working hours will be day shift, 0800 to 1700, Monday through Friday. There is a potential for event driven after hours, weekend and holiday support.

Other Essential Functions

Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Must be well organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must be able to communicate effectively, both verbally and in writing. Must be able to interface effectively with individuals at all levels of the organization. Grooming and dress usually business casual, but dependent on client's standards. Must not pose a safety hazard to employees working in the same general area.
