Intro: The United States Special Operations Command (USSOCOM) requires comprehensive worldwide information technology (IT) support to operate and maintain the Special Operations Forces (SOF) Information Enterprise (SIE). The SIE provides support from the garrison level out to forward-deployed tactical operators and sensors worldwide. In pursuit of these requirements, USSOCOM, its Component Commands, TSOCs, and deployed forces are deploying the Special Operations Forces Network (SOFNET). The deployment of the SOFNET is instrumental to achieving the Commander's Vision of a Global SOF Network that provides strategic options for our national leaders and supported Global Combatant Commanders through a worldwide network that fully integrates our military, interagency and international partners with aligned structures, processes and authorities. The services provided by SITEC II will be a key enabler for over 69,700 users operating in approximately 75 countries.

Z-SOCKOR System Engineer and O&M Site Lead (System Engineer) Job Description: The System Engineer supporting the Theater Special Operations Command Northern Command (SOCKOR) will serve in a dual capacity -primarily as a SOCKOR System Engineer and secondarily as the Jacobs SOCKOR site lead.
  • In the primary SOCKOR System Engineering role, the System Engineer performs tier three systems support in accordance with the SIE OPORD. The System Engineer requires:
    • In-depth technical knowledge of the Government's software and hardware.

    • Advanced analytical, troubleshooting and design skills.

    • The ability to communicate with technical and non-technical users is essential.

    • Must be familiar with the systems engineering process and data as a fundamental building block for performance improvement.

    • Participate in working groups, design reviews and system tests as required.

    • Generate assessments, as well as develop and implement actionable recommendations based on reviews.

    • Extensive knowledge of the development process, including specification, documentation, and quality assurance.

    • Because of the broad range of demands Systems Engineers must meet, candidates who have demonstrated strong project planning skills are preferred.

  • In the secondary SOCKOR Site Lead role, the System Engineer will s erve as the Jacobs SITEC II SOCKOR Lead supporting the SOCKOR Headquarters (HQs) and the SOCKOR subordinate locations. In this role the System Engineer will:
    • Manage Jacobs SITEC II's support of SOCKOR's IT Core Service operations and will establish and maintain effective and positive relationships with key customers within SOCKOR's area of operations. The System Engineer will also be the supervisor for the Jacobs team at SOCKOR.
    • Have a strong business acumen and good people-management skills are required.

    • Directs the work of other employees and have strong interpersonal and communication abilities.

    • Have experience in supporting DoD IT operations and analytical thinking--this position often involves IT operations problem resolution and process development.

    • Have a strong customer service orientation because the System Engineer often serves as the final escalation point for high-visibility troubleshooting.

  • In the primary System Engineering role, the System Engineer:
    • Develops, maintains, and supports technical infrastructure, hardware, and system software components.

    • Performs installation, maintenance, and support of system software and hardware.

    • Supports user issues.

    • Configures, debugs, and supports multiple infrastructure platforms.

    • Performs high-level root cause analysis in support of service interruption recovery, as well as creates and documents preventive measures.

    • Works as a strong team contributor, and provides technical expertise.

    • Stays abreast of emerging trends in information technology and helps shape the work for the Government.

    • Works with the Government to understand their requirements and evaluate possible technical solutions.

  • In the secondary SOCKOR Site Lead role, the System Engineer:
    • Analyzes workflow, delegating projects, and meeting departmental goals.

    • Develops and monitoring performance standards.

    • Provides input on hiring decisions for technical staff.

    • Oversees the consolidation of IT services.

    • Articulates key critical path activities and understanding the technical requirements, dependencies, and tradeoffs at varying levels of system design (e.g., logical and physical).

    • Supervises employees.
Minimum Education/Experience Requirements: Must possess at least eight (8) years of related experience.
  • Ability to focus on engineering from a performance perspective.

  • Expertise in a systems or application programming language (e.g., Java, C++).

  • Expertise in web-based frameworks (e.g., Java Enterprise Edition (JEE), .NET, JavaScript, JQuery).

  • Knowledge of data structures and relational database systems (e.g., Oracle, MySQL, Microsoft SQL Server, PostGres).

  • Working knowledge of network and information exchange technologies (e.g., TCP/IP, RESTful, SOAP, HTTP).

  • Familiarity with system engineering processes and techniques.

  • Excellent collaboration and communication skills.

  • Strong technical writing skills.

Required Certification:
  • Information Assurance Technician (IAT) Level II.

  • MCSE or other current certification relevant to the candidate's work area .

Must have the ability to obtain TS/SCI required.

Essential Functions

Work Environment

Work will be performed in a cubical environment inside a large facility. Will require some travel to CONUS and OCONUS Special Operations locations depending on requests by the customer. May be required to attend off site meetings.

Physical Requirements

Sitting at desk. Phone use and PC or laptop. Filing required. May require lifting and carrying boxes of supplies or files up to 25 lbs. Extended periods of sitting while on PC/laptop or phone.

Equipment and Machines

General office equipment, which includes: telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment. Knowledge of Microsoft Office Suite is required.


Regular attendance in accordance with established work schedule is mandatory. Work assignments dependent on requirements by the client. It is important to be able to work at least 8 hours a day for 5 days per week (Monday through Friday). Normal working hours will be day shift, 0800 to 1700, Monday through Friday. There is a potential for event driven after hours, weekend and holiday support.

Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Must be well organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must be able to communicate effectively, both verbally and in writing. Must be able to interface effectively with individuals at all levels of the organization. Grooming and dress usually business casual, but dependent on client's standards. Must not pose a safety hazard to employees working in the same general area.
