We are working with a operator to source a Sr. HSE Engineer. This is a long-term contract role working on a residential basis. Please see details below.
Title: Sr. HSE Engineer
Start Date: ASAP (typically within 1 month notice)
Location: Onshore (Qatar Site/Doha HQ)
Working Schedule: 5-6 days per week / 8-9 hours per day or as per project requirements.
--Experience Required--
Key Job Accountabilities
• Lead the implementation of Department specific HSE Management.
• Expertise on all HSE matters of the Projects and ensure compliance with relevant client Standards, International Standards and Regulatory and Project Requirements.
• Lead the implementation of EPIC Projects specific HSE related procedures, guidelines, standards and policies in line with client and International requirements.
• Lead the development of EPIC Projects annual HSE objectives and performance targets, in line with VP and Corporate guidelines as applicable for Engineering and Construction and Commissioning stages of the projects.
• Lead and monitor implementation of HSE legal requirements, laws/regulations, State of Qatar ratified international conventions and protocols within Project.
• Represent the EPIC Projects in HSE matters with Corporate and End-User’s HSE and Ministry of Environment & Climate Change (MOECC).
• Lead the development and review of relevant HSE documentation at various stages of the Projects.
• Lead HSE Team for implementation of HSE during all stages of Projects.
• Ensure reporting and investigation of all HSE incidents and implementation of corrective and preventive actions.
• Guide staff on required HSE training and promote development of HSE skills and competency.
• Monitor and participate in HSE audits/inspections and report findings to relevant parties. Track audits/inspection actions to close out and update lessons learnt system, root cause analysis etc; for improvement.
• Review and evaluate contractors/subcontractors HSE Management system, contract HSE plan, HSE inspection and monitoring etc.
• Prepare HSE Plans and HSE Risk Registers for the Projects.
• Authorize to take actions on HSE matters in line with client policy, procedures and laws and regulations.
• Direct and manage HSE staff to ensure that HSE activities are in compliance with client requirements.
• Management of sound inter-personal relationships and effective communication within client and Contractor’s Teams.
• Site visits to project installations/facilities/sites.
--Minimum Requirements--
Qualifications
• Bachelor’s degree in an Engineering discipline from an internationally recognized University. Master’s degree is preferable.
• Safety course (NEBOSH or equivalent or higher (safety Diploma) and preferable associate member of recognized safety institution.
• IRCA approved and registered Lead Auditor in ISO 45001:2015 Occupational Health and Safety Management.
• Offshore training TBOSIET & H2S (OPITO approved), PTW, JSA and incident investigation is desirable.
• Certificate and Membership of a recognized professional engineering or HSE association/institution is required.
• Excellent communication and competency in the use of PC including MS office and any other relevant software.
Knowledge and Key Skills
• Minimum of 15 years’ experience in HSE functions and exposure to EPC for major oil & gas projects of which at least last 5 years in similar HSE senior position in projects for reputable oil & gas operators in an offshore project’s environment.
• Experience in offshore/onshore fabrication yards, working at offshore platforms, barges and experience working at offshore construction and installation projects
• Familiar with HSE and Environmental regulatory regimes, international safety engineering codes and standards., particularly those related to offshore work.
• Experience in development of project HSE related plans, philosophies, and specifications. Relevant skills in HSE Studies, Environmental assessments, and Project HSE Risk Registers.
• Exposure to Accident/Incident investigation, review and learning from HSE incidents.
• Experienced as a lead auditor in key and critical HSE audits and reviews. Develop and maintain consolidated records, lessons learnt, Root Cause Analysis, etc.
• Extensive leadership skills to motivate and organize HSE and Contractor HSE Teams to achieve a high-performance level.
• Proficient in the use of the English (both written & spoken).
• Experience of coordinating with large contractor teams
• Experience of being a HSE lead in a Project Management Team
