Senior Safety Officer (Subsea & Offshore)



Location: Qatar (Ras Laffan/Offshore) 

Duration: 2 years

Working days: This role will be working 6 x days per week (Saturday – Thursday) when onshore. When offshore, this role will work 7 x days per week in alignment with the offshore schedule. 



Serve as the vessel or site-based HSE representative, ensuring the contractor implements and maintains effective Health, Safety, and Environmental systems in compliance with national and international legislation, project requirements, and best practices (e.g., IOGP, IMCA). Provide oversight, coordination, assurance, and expert guidance to minimize HSE risk exposure and support safe, successful delivery of the project scope.



Qualifications

  • Bachelor Degree in Health and Safety, Risk Management, Engineering, or NVQ Level 5/6 in Health and Safety (mandatory)
  • NEBOSH General Certificate or NEBOSH Level 3 qualification is mandatory
  • ISO 9001, ISO 14001, or ISO 45001 Auditor (lead or internal) is mandatory
  • OPITO BOSIET, FOET, or T-BOSIET (including HUET)
  • H2S Training
  • Candidate must be medically fit to travel and work offshore

Knowledge and/or Experience

  • Minimum of 10 years’ experience in Health and Safety Officer, Advisor, or Lead roles within the offshore oil and gas industry, including significant offshore experience on Dive Support Vessels (DSVs) and/or Marine or Subsea Installation Vessels during diving activities
  • Experience working for Client/Developer and/or EPCI Contractor on Brownfield developments, projects, or shutdowns
  • Knowledge and proficiency in HSE regulations and industry best practices (e.g., OSHA, ISO14001, ISO45001, IOGP, IMCA, SOLAS)
  • Strong understanding of offshore high-risk activity management, including Diving (Sat/Air), Rigging and Lifting, Working at Height, Confined Space, Hot Works, Electrical Safety, Energy Isolations, Pressure Testing, Marine Operations, and Emergency Management
  • Taproot Root Cause Analysis or internationally recognized equivalent (e.g., Kelvin Topset)
  • Knowledge of International Oil & Gas Producers Reports (IOGP), including IOGP 411 and 423
  • Good knowledge of IMCA standards applicable to Diving, Marine, and ROV operations
  • Experience implementing Behavioral Based Safety (BBS) programs



Job Description:

  • Ensure compliance with applicable systems and processes, including project management requirements. Prepare safety plans and work schedules to support effective project completion.
  • Implement and uphold health, safety, and environmental requirements throughout execution.
  • Review EPCI deliverables and safety study reports to develop HSE plans and procedures.
  • Participate in design and HSE reviews (DRA, HAZID, HIRA, risk assessments, constructability, readiness reviews) and verify closure of related risks and reliability issues.
  • Promote a proactive safety culture during onshore fabrication and offshore installation, driving continuous improvement and trust.
  • Provide oversight for HSE compliance and performance; champion safety awareness among contractors and project teams.
  • Lead HSE workshops, toolbox talks, and lessons-learned sessions.
  • Monitor contractor activities for compliance with approved HSE procedures during construction and installation.
  • Liaise daily with contractor and subcontractor HSE personnel to ensure effective implementation of all requirements.
  • Conduct daily inspections using safety tools (JSA, method statements, PTW, compliance checklists) and track action closure progress.
  • Review PTW documentation, participate in incident investigations, analyze trends, and recommend improvements.
  • Ensure implementation of Life Saving Rules and intervene/report violations; analyze unsafe behaviors and propose corrective actions.
  • Support on-job training sessions, IIF cards deployment, and best practice application for safety technologies.
  • Assess contractor safety plans and provide feedback on resource and skill requirements.
  • Implement audit and assurance plans for high-risk activities and continuous improvement.
  • Review emergency response plans and bridging documents; ensure drills and contingency measures are in place.
  • Lead or participate in accident/incident investigations, data collection, and reporting.
