ROLE OVERVIEW
The Office of Corporate Investigations (OCI) at NEOM is seeking an accomplished, licensed attorney to serve as Senior Investigations Counsel.  While this is a senior role within OCI’s four-tiered structure—Investigators → Senior Investigations Counsel → Director → Head of Investigations—the successful candidate will not merely oversee others; they will personally conduct complex and sensitive investigations from start to finish.

 

The Senior Investigations Counsel will direct sensitive internal investigations into alleged misconduct, fraud, policy violations, and other ethical breaches, managing all phases from intake to resolution with discretion, legal precision, and business alignment.  The ideal candidate must possess the experience, gravitas, and judgment to interview witnesses and subjects, manage digital and forensic evidence, draft compelling reports, and present findings to senior leadership—all while maintaining the highest standards of discretion and integrity.

 

In addition to their own casework, the Senior Investigations Counsel will help guide the investigative function, mentor junior team members, support policy development, and collaborate across functions to strengthen NEOM’s ethics and compliance culture.

 

 

REQUIREMENTS SUMMARY

  • Licensed attorney in good standing with a recognized bar association.
  • Juris Doctor, L.L.B., or degree equivalent from an accredited institution.
  •  At least 7 years of legal experience, including significant experience in white-collar investigations, compliance enforcement, or internal audit. Experience as a white-collar prosecutor .
  • Substantial experience leading, directing, and conducting investigations and investigative teams.
  • Exceptional communication skills, including experience in high pressure public speaking situations and experience drafting clear and accurate legal analyses as well as executive briefings.
  • Demonstrated ability to lead under pressure and exercise sound, ethical judgment in complex or sensitive matters.


ROLE COMPETENCIES & ACTIVITIES 

Key Responsibilities

 

Primary Investigative Responsibilities

  • Direct sensitive internal investigations into alleged misconduct, fraud, policy violations, and other ethical breaches, managing all phases from intake to resolution with discretion, legal precision, and business alignment.
  • Personally lead and execute complex internal investigations, including those involving senior executives or cross-border elements.
  • Conduct witness and subject interviews, collect and analyze evidence, manage document reviews, and ensure thorough fact-finding.
  • Draft clear, persuasive, and legally sound investigative reports, supported by documented evidence and well-reasoned findings.
  • Present findings and recommendations to NEOM’s oversight bodies, executive leadership, and other key stakeholders.
  • Maintain strict confidentiality, uphold chain-of-custody standards, and ensure the integrity of evidentiary processes.

 

Supervisory Responsibilities

While the Senior Investigations Counsel is expected to personally lead and resolve high-impact investigations, they will also play an important supervisory role in supporting the broader work of the Office of Corporate Investigations.  This includes:

 

  • Mentoring and Supporting Investigators: Provide guidance and oversight to the investigators on investigative planning, evidence collection, interview techniques, and report drafting.
  • Quality Assurance: Review draft reports prepared by other team members to ensure legal sufficiency, factual accuracy, and consistency with NEOM’s standards.
  • Capacity Building: Assist in developing the skills of the investigative team through on-the-job coaching, structured feedback, and training.
  • Delegated Oversight: Act in a leadership capacity when designated by the Head or Director of Investigations, including managing operations and monitoring case progress.
  • Promoting Investigative Excellence: Model and enforce best practices in investigative rigor, ethical conduct, and stakeholder engagement.

 

Strategic and Operational Support

  • Support the Head and Director of Investigations in managing the investigative function and ensuring alignment with strategic priorities.
  • Provide oversight and guidance to the investigators on investigative planning, evidence analysis, and report drafting.
  • Act as delegate for the Director of Investigations when needed.

 

Legal Risk and Enforcement Coordination

  •  Assess legal, regulatory, and reputational risks identified during investigations and recommend appropriate remedial actions.
  • Collaborate with NEOM Legal and external counsel on employment matters and civil recovery strategies involving misappropriated or defrauded assets.
  • Support asset-tracing efforts and multi-jurisdictional enforcement initiatives as required.

 

Governance, Policy, and Training

  • Contribute to the development and refinement of internal investigative policies and procedures.
  • Deliver trainings and workshops on investigative practices, ethics, and organizational values.
  • Support the promotion of a culture of transparency, accountability, and compliance across NEOM.

 

Stakeholder and Interagency Engagement

  • Liaise with police, regulators, and other authorities as delegated by the Head of Investigations.
  • Collaborate with Legal, HR, Audit, Compliance, and other functions to ensure well-coordinated case handling.
  • Help manage OCI’s case-management platform to ensure accurate, timely, and consistent documentation.
