Our client, is seeking a Quality Lead (Pre-EPC) to support its multi-billion dollar LNG expansion projects. This is a contract role based in Qatar. Candidates with previous experience in FEED / Pre-EPC within the energy / LNG / Oil and Gas industry will be .
Main Responsibilities:
- Responsible for all aspects of Pre-EPC quality activities including ITT development, EPC evaluations, vendor verification, and QA/QC oversight for Long Lead Items (LLIs) and High Value Items (HVIs).
- Ensure Quality Management System (QMS) and Flawless Execution requirements are updated based on lessons learned and international standards, and incorporated during FEED.
- Lead issuance of Instruction to Tender (ITT), Bid Evaluation processes, and all steps up to EPC award.
- Liaise with NFPS Quality and PMTs to ensure specifications and lessons learned are embedded in ITT Technical Evaluation Criteria (TEC).
- Provide quality input during ITT Kick-Off Meetings, bid evaluations, tender clarifications, bulletins, and SWOT analysis of submissions.
- Guide quality strategy alignment with contracting strategy for effective implementation in later project stages.
- Facilitate Material and Equipment Criticality Rating Evaluation and develop Quality Intervention Plans during FEED and Detail Design.
- Define and manage QA requirements for LLIs up to novation to EPC Contractor.
- Prepare Work Orders for Third Party Inspection Services (TPIS) and manage COMPANY intervention points for LLIs.
- Maintain Audit Universe and Non-conformance dashboards (Power BI) until handover to EPC PMT Head of Quality.
- Participate in NFPS Projects Quality Steering Group to promote quality learning and sharing.
Main Requirements:
- Bachelor’s degree in Sciences or Engineering.
- Minimum 8 years of experience in Quality within the Oil & Gas industry, including at least 1 year in a supervisory or oversight role.
- Experience with Oil & Gas operators, contractors, or service companies.
- Familiarity with large-scale operating organizations in Operations or Projects.
- Strong knowledge of Quality Systems, specifications, tools, and industry standards.
Qualifications:
- Experience implementing ISO 9001, ISO TS 29001, API Q1, and API Q2 quality management systems.
- Certified in ISO and/or API Q1 quality audit programs.
- Proven experience in tendering, bid analysis, and contract award processes.
- Strong risk management skills with ability to assess quality-related risks.
- Fluent in written and spoken English.
- Strong analytical, planning, and problem-solving skills.
- Excellent communication and interpersonal skills with ability to influence across levels.
