Operations Liaison Supervisor – Risk Evaluation & Training (OLS - RET), Algeria

Role as Risk Management: The RET OLS is the Joint Venture’s (JV’s) threat and Security Risk Management (SRM) Subject Matter Expert (SME). In collaboration with ASI, the RM OLS carries out duties to identify, assess and prioritise security risks to JV people, information, assets and locations and communicate associated findings to JV stakeholders. The RET OLS will advise on appropriate measures to reduce or remove risks and will monitor the effectiveness of mitigation measures.

The position is to have oversight of all JV SRM documentation and ensure that the JV conducts all SRM activities in accordance with international standards and sector best practises. The RET OLS is to facilitate continued improvement of SRM within the JV.

Role as Trainer: The OLS Training’s primary role is the end to end management of the JV Gas Project’s Safety and Security Awareness Training (SSAT) learning system thereby ensuring consistency and continuity across a widely dispersed expatriate workforce and includes:

The delivery of SSAT to expatriates on initial deployment into Algeria.

Key Accountabilities and tasks:
1) Responsibility for the production and delivery of security risk products to senior management, key stakeholders and sub-contracted agencies, including:

- Bi-Weekly Security Brief
- Monthly Threat Slides
- Security Risk Assessments (SRA)
- Dynamic Security Risk Assessments (DRSA)
- Site Specific Security Plans (SSP)
- JV Civil Crisis Plan (CCP)
- Ad hoc/specialist reports as required by the SAM

2) Conduct Open Source research pertaining to regional and national developments, monitor developments and maintain generic awareness of developments in the region in order to inform the risk management process and related decision making.

3) create presentations, briefings and other products for a range of audiences across the JV.

4) Participate in the Incident Management Team (IMT.

5) The responsibility for and authority to plan, coordinate and conduct risk assessment activity across the JV.

6) Design and delivery of awareness and training activities for the liaison team.

7) Conduct wider JV liaison activity, including Quality Assurance/Quality Control (QA/QC) functions, as directed by the OLM or SAM.

8) Maintain the JV’s SSAT learning management system,

9) Ensuring SSAT course content is current and applicable to the potentially numerous safety and security related threats faced by expatriates deploying in support of the JV Gas project in Algeria.

10) SWAT safety and security related presentations, for delivery to a widely dispersed expatriate workforce by Liaison Team personnel, thereby ensuring consistency and continuity of on-going safety and security related awareness training.

11) Delivery of SSAT to expatriates on initial deployment into country in support of the JV Gas project thereby meeting shareholder expatriate deployment requisites.

12) Delivery of RSSAT to rotational expatriates by means of visiting the key JV Gas project locations: HMD, HMN, KBA, and TGN on a regular basis in order to minimize disruption to JV Gas project / expatriate operational performance, thereby meeting shareholder duty of care commitments to expatriates deployed in support of the JV Gas project in Algeria.

13) Maintaining both ‘hard’ (paper based) and ‘soft’ (electronic based) records of training: SSAT, RSSAT, SWAT and Bi-weekly Security Briefs, for auditing purposes in the event of an incident / post-incident inquiry.

14) Delivery of the JV HMD’s Induction Brief to new joiner expatriates on initial deployment including: Security, Health and Safety at Work (HaSaW) as requested by the JV Gas HSE Manager, and SharePoint as directed by the JV Business Support Manager.

15) Standardising Liaison Team documentation on request / where applicable, thereby ensuring consistency and continuity of Liaison Team processes and procedures including, but not limited to, reporting.

16) Assisting SSI ASI in the delivery of SSAT to the JV Gas project’s Algerian workforce on request / where applicable.

Operating environment
Position is located in Hassi Messaoud. Regular travel to all JV locations is to be expected, with travel external to Algeria in accordance with CAM. The position holder shall ensure practices and work routines in accordance with Algerian government regulations, company processes and procedures and ethical standards.

External contacts (i.e. outside JV)
Liaison with threat, security and risk management SMEs and service providers as directed by the SAM. Liaison with sub-contracted agencies as directed by the SAM and in collaboration with SH AS

5.
Framework, boundaries and decision making
Work is carried out based on the JV’s ethical standards, Algerian governmental regulations and customer expectations. All decisions influencing JV operations, personnel, or reputation, shall be made in cooperation with the ALM and in consultation with the SAM and SH ASI

Required knowledge, Skills, Experience and Competencies:
Basic Qualifications & Knowledge for the position include:

 Recognised formal qualifications in Security Risk Management and Threat Assessment from academic institutions or military / law enforcement equivalents.

 Good knowledge of international risk management standards and best practices.

 Good knowledge of the design and application of integrated physical security systems.

 Advanced First Aid qualified.

 Basic Auditor qualified.

 A recognised Project Management qualification would be advantageous.

• Recognised teaching qualification. E.g., the UK’s Level 3 Award in Education and Training (EAT) as a minimum.

• Recognised First Aid Instructor qualification. E.g., the UK’s Adult and Paediatric First Aid Instructor course as a minimum.

• Advanced First Aid qualified e.g. MIRA or FREC 3 or TECC.

• Strong knowledge and experience of learning management systems.

• Strong knowledge and experience of working in hostile / complex / challenging environments with a focus on the extractive industry sector particularly in the MENA region.

• Lead Auditor (ISO 90001) trained.
Experience and Skills required for the position include:

 Minimum of 10 years in Security Risk Management roles, preferably including the oil & gas sector.

 Proven background in threat assessment and understanding of the threats and associated modus operandi posed by terrorism, sabotage, subversion, espionage and non-traditional threats in the MENA environment.

 Proven experience of conducting site security surveys including industrial sites and critical
Infrastructure, preferably with experience of oil & gas assets.

 Proven understanding of the design and application of physical, technical and procedural security mitigation measures, preferably in MENA and oil and gas environments:

 CCTV and surveillance systems.

 Perimeter Intruder Detection Systems (PIDS).

 Security lighting.

 Hostile Vehicle Mitigation Measures (HVM).

 Gates, barriers, fences.

 Cyber/Information security.

 Personnel security.

 Security Education and Training.

 Security policies and procedures.

 Proven experience of formulating, writing and assisting with the implementation of Site Security Plans.

 Proven experience of the conduct of evacuation planning (air, sea & land), ideally with practical
experience of the implementation of evacuation plans.

 Proficiency in Microsoft Office and fluent in written and spoken English; French and Arabic language skills are desirable.

 Experience of working on multi-discipline and inter-departmental projects.

 Experience of working in Algeria and/or the MENA region.

 Experience in instruction, training and mentoring.
