HSE Surf Installation & Commissioning Lead

Airswift has been tasked by one of our biggest clients in the Oil and Gas for an  HSE Surf Installation & Commissioning Lead to work in Houston, TX that is supposed to last 12-months or more. Will require some travels offshore. Only candidates fully authorized to work in the US will be considered.

About the Role: 

The SURF Installation and Commissioning HSE Lead is responsible for ensuring the highest standards of Health, Safety, and Environmental (HSE) performance during the planning and execution of SURF installation and commissioning activities. This role serves as the focal point for HSE leadership offshore, driving compliance, risk mitigation, and a proactive safety culture across all phases of the project. 

Initially based in Houston US, this position will require to travel to the Operational site in Mexico and the Office in Tampico. The HSE I&C Lead will report directly to the Trion HSE Manager and will work closely with the I&C Manager. 

Direct Reports: I&C HSE advisors.  

 

Duties & Responsibilities: 

  • Develop and implement HSE I&C execution plans tailored to SURF installation and commissioning scopes. 
  • Develop scope framing for all multiple contractors as per IOGP contracting modes 
  • Develop bridging documents for all key contractors.  
  • Support HSE risk assessments and ensure mitigation measures are embedded in project execution plans. 
  • Collaborate with engineering, marine, and construction teams to integrate HSE into execution procedures. 
  • Develop HSE verification plans and assurance plans. 
  • Develop in coordination with Contractors, the Joint Trion Project HSE . 
  • Lead HSE activities during mobilization, offshore installation, hook-up, and commissioning phases. 
  • Conduct risk control verifications.  
  • Monitor contractor HSE performance and ensure alignment with project and regulatory requirements. 
  • Conduct regular site inspections, audits, and safety drills to verify compliance and readiness. 
  • Promote and apply a risk-based approach to HSE management through hazard identification, occupational health risk assessments. 
  • Conduct or participate in HSE audits, inspections, and formal incident investigations. Support the development of associated documentation and follow-up actions. 
  • Undertake or commission contractor HSE audits as required. 
  • Provide HSE guidance to contractors, ensuring alignment with the Company’s HSE Framework and expectations. 
  • Assist in identifying HSE risks and implementing appropriate control measures and mitigations.  
  • Contribute to continuous improvement initiatives and ensure best practices are integrated into HSE processes. 
  • Model company values. 
  • Lead the identification, selection and onboarding of qualified HSE professionals (TPC’s) to serve onboard project vessels, ensuring all resources meet competency requirements for the high-risk scopes they will be supporting. 

Experience 

  • Bachelor’s degree in HSE, Engineering, or related field (or equivalent experience). 
  • Minimum 10 years of HSE experience in offshore oil & gas, with at least 5 years in SURF or subsea projects. Deepwater experience is mandatory.  
  • Strong knowledge of international HSE regulations, marine operations, and SIMOPS. 
  • Proven leadership in high-risk environments and ability to influence cross-functional teams. 
  • Certifications: NEBOSH, IOSH, or equivalent; offshore survival and medical certifications. 

Work Environment 

  • Role will be based in Houston with likelihood of travel to Mexico City or Tampico Offices/Shorebase. 
  • Offshore rotation or project-based travel required. 
  • Exposure to dynamic marine environments, heavy lifting operations, and subsea activities. 
  • Must be comfortable working in multicultural teams and high-pressure settings. 
  • Willing?to travel internationally to multiple project site locations. 

 

Skills: 

  • Understanding of offshore oil and gas particularly deepwater developments. Offshore experience is mandatory  
  • Expertise in identifying, evaluating, and mitigating risks in dynamic offshore environments, including SIMOPS and high-risk scopes. 
  • Deep understanding of international and local HSE regulations (e.g., OSHA, ISO 45001, IOGP), and ability to ensure compliance across multiple jurisdictions. 
  • Proficiency in incident investigation methodologies (ICAM, 5-Whys, Human Factors Analysis Tools) and ability to lead learning teams for continuous improvement. 
  • Experience in contractor HSE performance monitoring, bridging document development, and assurance activities to ensure alignment with company standards. 
  • Familiarity with business intelligence, data analytics, and digital tools to monitor HSE performance and drive improvements. 
  • Capacity to respond to emergencies outside of regular working hours  
  • Flexibility to work on different time zones
