ROLE OVERVIEW

The Head of Resilience Strategy & Operations is responsible for leading and implementing NEOM’s Resilience Strategy, ensuring cross-organizational alignment, and overseeing key resilience functions across Crisis Management, Business Continuity, Strategic Urban Resilience, Contingency Planning, and Resilience by Design. This role integrates resilience considerations into NEOM’s broader GRC strategy, collaborating with cross-functional teams and external partners to establish NEOM as a global leader in resilience practices and technologies. The Head of Resilience Strategy & Operations safeguards NEOM’s infrastructure, services, and reputation through proactive resilience measures. Additionally, this role provides leadership and support during active NEOM Crisis events to ensure effective response and coordination.

 

 

ROLE COMPETENCIES & ACTIVITIES

The Head of Resilience Strategy & Operations responsibilities will include, but not be limited to:

 

Strategy Implementation

  • Lead execution of NEOM’s Resilience Strategy across all sub-domains.
  • Translate the strategy into NEOM-wide standards, policies, and procedures, ensuring compliance and consistent application.
  • Oversee the development of core resilience frameworks, including Business Continuity, Incident Management, Crisis Management, Strategic Urban Resilience, and Resilience by Design.
  • Integrate resilience principles from the initial design stage across NEOM’s infrastructure lifecycle.
  • Guide Regions and Sectors in resilience planning and execution.

 

 

Operations & Management

  • Leverage digital resilience solutions to enhance resilience capabilities and global best practices.
  • Establish and maintain a strategic risk profile, identifying resilience risks and opportunities.
  • Ensure ongoing testing (e.g., drills, simulations) and training to validate resilience effectiveness.
  • Ensure the Crisis Management Team and supporting processes are well-resourced and effective.
  • Manage procurement activities and vendor relationships related to resilience.
  • Provide leadership and decision-making support during NEOM Crisis events, ensuring swift coordination and execution of response plans.

 

Reporting & Analytics

  • Deliver progress reports and dashboards to the Executive Director and other senior leaders.
  • Provide insights and updates to relevant committees to enhance decision-making on resilience matters.
  • Establish and monitor key resilience KPIs.

 

Team Leadership & Department Management

  • Prepare and manage the Resilience Unit’s budget, ensuring strategic allocation of resources.
  • Recruit, develop, and retain high-caliber talent, fostering a culture of innovation and continuous learning.
  • Set clear KPIs and development plans for team members, driving performance accountability.
  • Lead cross-functional collaborations and advise on broader governance, risk, and compliance issues.

 

Global Expertise & External Engagement

  • Represent NEOM in global resilience forums to stay updated on emerging trends and best practices.
  • Track regional and international resilience developments, advising on implications and opportunities.
  • Maintain current knowledge of resilience standards, technologies, and innovations.
  • Oversee NEOM-wide incident response, ensuring swift and effective resolution.
  • Serve as the primary escalation point for critical incidents, coordinating with internal and external stakeholders.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • 20+ years’ experience in Resilience, with a background in risk management, compliance, audit, or consulting.
  • Expertise in resilience frameworks, business continuity, strategic urban resilience, and operational risk management.
  • Strong financial management and budgeting capabilities.
  • Proven ability to formulate and execute long-term resilience strategies.
  • Experience integrating digital resilience solutions and advanced technologies into resilience programs.
  • Skilled in emergency response, crisis communication, and continuity planning.
  • Strong data analysis and risk assessment capabilities.
  • Demonstrated success in leading large-scale resilience or BCM initiatives.
  • Professional certifications such as CBCP, MBCI, ISO 22301 Lead Implementer are .

 

 

Qualifications

  • Bachelor’s degree in Risk Management, Business Administration, Engineering, Urban Planning, or related field.
  • Master’s degree or MBA .
  • Industry certifications in BCI, PMI, ITIL, or equivalent is desirable.
