Qualifications
- Bachelor’s Degree in Chemical Engineering, Process Engineering, Mechanical Engineering, or an equivalent discipline.
Experience
- Minimum 15 years of professional experience in design, construction, commissioning, and start-up of large-scale onshore hydrocarbon processing facilities, preferably with major Oil & Gas EPC contractors or project management consultancies.
- At least 8 years in a Commissioning Lead or Coordinator role, with proven experience in managing commissioning activities for complex, multi-disciplinary projects.
Key Responsibilities
Commissioning Strategy & Planning
- Develop and implement the Project Commissioning Strategy in alignment with Department objectives, Asset Holder requirements, and contractual obligations.
- Define commissioning scope across greenfield and brownfield, ensuring integration with existing facilities where applicable.
Design Phase Involvement
- Actively participate in HAZOP, HAZID, SIMOPS, SIL, and other safety reviews to embed commissioning requirements early in the design phase.
- Review and endorse Commissioning Procedures and Performance Test Plans for all systems and sub-systems.
Execution & Coordination
- Lead the planning and execution of pre-commissioning and commissioning activities, ensuring readiness of personnel, tools, and documentation.
- Coordinate with Asset Holder, End User, and Contractors to mobilize commissioning teams and resources.
- Break down project scope into commissionable systems and sub-systems, ensuring logical sequencing and safe execution.
Site Leadership & Reporting
- Chair daily and weekly site coordination meetings, driving progress and resolving commissioning-related issues.
- Monitor and report on mechanical completion, pre-commissioning, and commissioning milestones, ensuring alignment with the overall project schedule.
- Manage and close punch-list items, ensuring documentation is complete for handover and project close-out.
Interface & Handover
- Establish commissioning interfaces with existing facilities, ensuring minimal disruption and safe integration.
- Facilitate handover of systems to Asset Holder/End User on a package/system basis, including preparation and processing of Project Handover Certificates.
Compliance & Training
- Ensure adherence to QatarEnergy’s corporate procedures, Permit-to-Work system, and safety regulations.
- Organize On-the-Job Training (OJT) for Qatari Engineers and End User personnel, supporting national development goals.
