P5 Consulting Services LLC is working with a well-respected and growing civil engineering firm that is expanding operations in the Sacramento region. We are seeking a Senior Engineer / Program Manager with deep expertise in surface water and water resources to lead technical teams and support strategic growth initiatives in the area. This is a leadership-track role designed for an engineer who enjoys both hands-on technical work and high-level program oversight.
This position is ideal for someone who thrives in a leadership role but also enjoys engaging with project design and client strategy. You'll oversee multi-disciplinary teams delivering municipal and environmental infrastructure projects, while also cultivating new business, managing key accounts, and mentoring up-and-coming engineering talent.
What You'll Do

Serve as a technical lead and program manager across water resources and surface water projects, including stormwater systems, flood control, and watershed management.

Guide multi-phase project execution —from proposal development to design, permitting, and construction support.

Actively lead business development and client engagement, helping to grow the firm's regional footprint.

Manage and support a collaborative, high-performing team of engineers, designers, and project managers.

Participate in strategic planning to align regional growth with firm-wide initiatives.

Maintain strong relationships with municipalities, agencies, and local partners to deliver impactful projects.

You're a seasoned civil or environmental engineer with a focus on surface water and water resources, and you bring over a decade of experience designing and managing public infrastructure projects. You've led technical teams, overseen multi-million-dollar programs, and are known for your ability to communicate clearly across clients, agencies, and project stakeholders.
You hold a California P.E. license and are equally comfortable working in AutoCAD Civil 3D as you are presenting to a city council or water board. Business development comes naturally to you—not just the technical pitch, but the relationship-building that turns a one-time client into a long-term partner. You take pride in mentorship, and your leadership style reflects balance: setting high standards while supporting growth, autonomy, and collaboration within your team.

NOTE: Compensation Range For the Role is $160,000 to $220,000
