Purpose or General Objective: Ensure quality and uniform delivery of GICMH’s Volunteer Income Tax Assistant (VITA) program and follow all guidelines from the Internal Revenue Service (IRS) on the VITA program in accordance with your role. See attached Volunteer Roles and Responsibilities from the IRS Volunteer Site Coordinator Handbook.
Essential Duties/Responsibilities:
- Design, deliver, and ensure continuous improvement of GICMH’s Volunteer Income Tax Assistance program.
- Ensure sufficient numbers and quality of volunteers, temporary staff, and sites to operate the program year-round.
- Ensure all volunteers and staff working on the VITA program have the appropriate level of certification and have signed the appropriate forms required by the IRS.
- Actively ensure quality, communication, and collaboration with the IRS to ensure that control and compliance standards are up to date and met.
- Set up and administer tax preparation software in a way that meets IRS guidelines and ensures the security of information. Limit staff and volunteer access to the appropriate site and tax information.
- Work with the Vice President of Workforce Development and Community Partnerships to develop program goals. Actively participate in achieving the goals for the program budget, staffing, persons served, and number of sites. Working in collaboration with the expectations of grants and other funders' goals.
- Coordinate all programming and logistical matters for the tax preparation program.
- Develop an appointment schedule for sites in advance, so staff and volunteers can be scheduled appropriately.
- Manage VITA training sessions with contract and volunteer staff year-round.
- Provide copies of contracts and agreements with providers to be signed, notifying your supervisor of any changes in contracts before they are renewed.
- Produce required reports to assist with grant management and reporting.
- Ensure VITA program integration with financial development, job development, family, and financial support services from the Workforce Development team.
- Promote the VITA program through media and community engagements.
- Maintain files and records needed for program compliance and reporting.
- Collaborate with WFD team members to achieve service and program goals throughout the department.
- Perform other duties assigned by the VP of Workforce Development and Community Partnerships.
Required Skills/Abilities:
- Ability to recruit and manage volunteers and contracted employees.
- Ability to develop and maintain positive relationships with a diverse population of volunteers, clients, and community members.
- Documented skills in community collaborations and engagement.
- Strong analytical and problem-solving skills.
- Proficiency with Microsoft Office Products, including Word, Access, Excel, PowerPoint, and Outlook, Google products, remote conferencing, and related software.
- Must be able to work a flexible schedule.
- Must demonstrate high ethical standards, sound judgment, integrity, and the ability to handle confidential and private information securely and professionally.
- Strong initiative, cordiality, punctuality, and dependability.
- Positive, helpful, and professional interpersonal and customer service skills.
- The ability to process information and act independently, and take initiative where appropriate.

- Experience working with persons with disabilities and other barriers to employment .
- A valid Michigan driver’s license with a driving record in compliance with Goodwill of Central Michigan’s Heartland, Inc. insurance carrier requirements. Applicant must have reliable transportation and appropriate insurance coverage.
Education and Experience:
- An associate's degree or similar practical job experience is required.
- Ability to obtain advanced certification in tax preparation for training and educating volunteers on quality tax preparation.
- Two years of applicable experience in preparing taxes or similar roles.
Physical Requirements
- Prolonged periods of sitting at a desk and working on a computer.
- Travel by automobile for meetings and trainings.
- Must be able to lift 15 pounds.
