Job Title: (Utility Dispatch) Operations Analyst
Location: On-site | Norfolk, VA 23509 (Local Candidates Only)
Work Schedule/Shift: Rotating 6-week shift schedule, including weekends and holidays as needed | Minimum 40 work hours per week.
Duration/Length of Assignment: 12 Month Contract (Potential for extensions)
Pay Rate: $27.00 per hour *Must be able to convert to a full-time employee without sponsorship, restrictions, or an additional employer*

Position Overview:
This position supports one of the client’s primary and operations centers that provides essential services to regional customers. The team is responsible for monitoring, analyzing, and dispatching outage and trouble call activity to maintain service reliability and ensure timely response to operational issues. The group operates in a high-volume, fast-paced control center environment where collaboration and accuracy are critical to maintaining system stability and ensuring safe and efficient coordination between field personnel and internal departments. The selected candidate will work closely with experienced dispatchers, supervisors, and technical staff to help sustain the utility’s operational performance and customer service objectives. The Operations Center Dispatcher will be responsible for receiving, evaluating, and prioritizing outage and emergency calls, analyzing data to identify problem areas, and coordinating with field crews to restore service. The role requires consistent communication with customers, the ability to make time-sensitive decisions, and careful prioritization of concurrent events. Candidates in this position will be expected to manage multiple data sources, respond calmly under pressure, and contribute to the overall safety and reliability of the service area’s electrical grid operations.

Required Skills/Experience/Qualifications:

  • Minimum of a High School Diploma or GED
  • Proven experience in dispatch or operations center environments such as utilities operations centers or 911 operations centers
  • Ability to handle multiple tasks through completion while maintaining organization and accuracy
  • Strong decision-making ability under pressure with well thought-out responses to dynamic field conditions
  • Analytical skills to review large data sets from multiple sources and formulate actionable response plans
  • Experience providing customer service support within an operations or control center setting
  • Capability to effectively communicate with customers and field personnel to resolve issues in real time
  • Proficient in interpreting information from multiple operational systems to identify and prioritize emergency, outage, and non-outage activities
  • Strong verbal and written communication abilities for accurate coordination and documentation
  • Ability to work collaboratively within a multi-disciplinary team environment while maintaining situational awareness and prioritizing safety


Skills (Not Required):

  • Prior experience within a utility operations center or public safety dispatch environment
  • Direct exposure to outage management systems (OMS) or real-time monitoring platforms
  • Familiarity with operational protocols and communication standards used in power or grid control centers


Day to Day/Responsibilities:

  • Monitor incoming outage and trouble calls using the client’s operations monitoring and communication systems
  • Analyze outage reports to determine probable fault locations and dispatch field crews accordingly
  • Prioritize calls based on emergency severity, outage impact, and service restoration requirements
  • Communicate directly with customers to assess the nature of service interruptions and obtain relevant details for response coordination
  • Maintain accurate logs of all incoming and outgoing communications, ensuring timely documentation of each outage event and resolution step
  • Collaborate with internal departments to coordinate emergency response, maintenance scheduling, and restoration activities
  • Utilize data analysis tools and internal software to review system conditions and develop appropriate action plans for ongoing or potential issues
  • Provide real-time updates to supervisors, field teams, and other stakeholders on service restoration progress
  • Ensure adherence to established safety, communication, and dispatch protocols throughout all operational activities
  • Participate in shift rotations, covering weekends and holidays as required, while maintaining continuous situational awareness and communication discipline
  • Contribute to team briefings and status updates to ensure all personnel are informed of current outages, field activities, and system conditions
