Completions Lead Engineer

Role Objective
Lead, coordinate and drive the Construction and Commissioning Completions process across the project. Own completions from construction through commissioning, start-up and final handover. Provide clear leadership and visibility of system status while driving Mechanical Completion, Ready-for-Commissioning and handover milestones. This is a lead engineering role requiring practical oil and gas, chemical or comparable process-plant site experience.
Key Responsibilities
- Lead all project completions activities and the effective use of completions management systems.
- Develop, maintain and govern the Completions Database in line with the approved systemisation strategy and commissioning boundaries.
- Coordinate Inspection Test Records, ensuring timely population, validation, completion and close-out.
- Drive handover from Construction to Commissioning and from Commissioning to Operations.
- Plan and lead system walkdowns and handover inspections with Construction, QA/QC, Engineering, Commissioning and Operations.
- Own the Master Punch List process, including categorisation, allocation, tracking, escalation and closure.
- Coordinate and monitor equipment-preservation activities through the project lifecycle.
- Act as the completions focal point and lead multidisciplinary teams toward safe, efficient system handover.
Tasks
- Ensure systemisation, ITR allocation and database integrity remain aligned throughout project execution.
- Prepare and issue Handover Dossiers, Mechanical Completion Certificates, Ready-for-Commissioning packages and System Handover Certificates.
- Chair completions coordination meetings and remove barriers affecting key turnover milestones.
- Provide leadership, guidance and training to project and contractor personnel on completions processes and systems.
- Prepare completions reports, dashboards and forecasts covering progress, risks, punch-list trends and handover readiness.
Deliverables
- Accurate and fully maintained Completions Database.
- Completed and validated ITRs and turnover documentation.
- Approved handover dossiers, certificates and system packages.
- Managed Master Punch List with timely closure of outstanding actions.
- Clear completions dashboards, forecasts and management reports.
Decision Authority / Responsibility
- Lead the completions process and establish priorities across multidisciplinary project stakeholders.
- Challenge barriers, escalate risks and drive accountability for overdue completions actions.
- Confirm readiness for formal completions and handover stage gates in accordance with project procedures.
Requirements
- Minimum five years of relevant Completions, Turnover, Handover or Commissioning experience, including responsibility for system handovers and punch-list management.
- Proven lead engineering experience; candidates operating only as individual contributors are unlikely to meet the requirement.
- Essential construction and commissioning site experience within oil and gas, chemical, petrochemical, hydrogen or comparable process-plant projects.
- Experience within EPC and/or Owner-Operator project environments.
- Hands-on experience establishing, maintaining and administering a Completions Management System; experience with Hexagon SmartCompletions is preferred.
- Strong understanding of systemisation, Mechanical Completion, Ready-for-Commissioning, Ready-for-Start-Up and formal system handover.
- Demonstrable experience leading walkdowns, turnover inspections and multidisciplinary punch-list closure.
- Good knowledge of QA/QC, inspection, certification, turnover documentation and equipment preservation.
- Able to lead and influence Construction, Engineering, QA/QC, Commissioning, Planning, Operations and contractor teams.
- Strong HSE commitment, communication, reporting and stakeholder-management skills.
