Education and/or Experience



Minimum of a High School Diploma/Equivalent. Minimum of two (2) years of work experience in the maintenance, inspection, or construction of wastewater and drainage facilities; or, successful completion of post-secondary education in electronics technology or a field closely related to electronics technology may be substituted on a year for year basis. Must possess or obtain at least a class B CDL license with Air Brake Certification and Tanker endorsement within 6 months. Prefer experience in operating closed circuit televising (CCTV) equipment in locating sewer lines, taps, and new/existing sewer line inspection. Equivalent combination of education, skills, training and experience may be considered.



Position Summary: Performs CCTV inspections, including visual inspection and monitoring, testing, maintenance and repair in the wastewater collection systems. Maintain and operate closed circuit TV equipment used in sewer line maintenance, cleaning and repair. Operates lateral cutter to cut protruding taps and reinstate existing taps in coordination with sewer main lining. Maintains appropriate maintenance records and files. Performs sewer locates based on 811 requests. Performs lateral inspections, as needed. Other related duties may be assigned.

Essential Duties and Responsibilities:


Operates, maintains, and repairs television robotic camera transporting system, mobile TV inspection unit, camera gantry system, transporter cable electrical connection, cable reel assembly, hydraulic systems, and pneumatic systems. Lifts and places a robotic camera/transporter and cables. Operates and maintains power system for televising systems operations. Operates lateral cutter to cut protruding taps and reinstate existing taps in coordination with sewer main lining.

Operates atmospheric monitoring devices, confined space ventilation system, and inspects repairs and installs line plugging equipment in manholes. Locates and marks existing sewer lines for contractors and utility companies. Conducts water pressure/air tests in field.


Cleans wastewater collection system, storm drains, cleans manholes, wet wells, and lift stations. Operate a variety of sewer cleaning equipment. Ensure that the Collection System meets NPDES permit requirements. Works in conjunction with maintenance staff to ensure that appropriate staffing is available to complete the needed tasks. Clean sewer lines using a Combination sewer cleaning truck prior to CCTV inspection.


Participates in Smoke Testing studies of the collection system to identify areas with inflow and infiltration into the sanitary sewer system. Installs and maintains ISCO flow measuring equipment to determine flow from certain basins within the Jeffersonville collection system. Interprets flow data and makes recommendations to supervisor on potential sources of any issues identified as a result of the flow data.


Utilizes the CMMS program.


Responds to emergency calls as needed; locates problems and follows through to ensure that the problem is resolved. Respond to calls about surcharging/overflowing manholes or sewer back-ups. Determine if back-up is a City or owner problem; resolves problem if it is the Citys responsibility. Unplug sewer lines and determine cause of the stoppage. Assist in the preparation of work sites to include the erection of appropriate barricades, warning devices, and traffic control. Directs traffic around equipment when working in the street.


Cleans truck and equipment (including emptying of debris tank at the end of the work day and after responding to back-up calls). Assist in the cleaning of Lift Station wet wells. Assist in the cleaning of bar screens at Wastewater treatment plant and/or lift stations. Operates the sewer jet cleaner on a daily basis for routine cleaning of sewer lines. Opens, enters and manually cleans manholes.


Maintain accurate, concise records of all maintenance activities, materials used and any other relevant records required by the NPDES permit; operates and maintains a Windows-based computer system and information management database, inspection system, and data logging equipment. Creates and maintains maps, plans, drawings, reports and records.

Respond to public inquiries in a courteous manner; provides information within the area of assignment including explaining collection maintenance procedures; resolves complaints in an efficient and timely manner.

Qualifications

Minimum of a High School Diploma/Equivalent. Prefers one year operating heavy equipment or trucks and at least a class B CDL license. Requires knowledge of Pollution Discharge Elimination Service (NPDES) permit requirements. Requires knowledge of the materials, practices, procedures, and equipment used in Collection System Operation and Maintenance.



Knowledge of/Ability to:

  • Operate various power tool and hand tools including, but not limited to, air compressors, gasoline/diesel powered pumps, and sewer cleaning machines.
  • Operate various hand and power tools and equipment.
  • Maintenance and operations of Collection Systems.
  • Substantial knowledge of principles, methods and materials that are utilized to repair sewer lines.
  • Calculate fractions, decimals, percentages, and work with the metric system.
  • Read and interprets maps, schematics, plans and specifications.
  • Performs dye test and Smoke testing.
  • Enter work tasks in CMMS software.
  • Install and maintain ISCO flow meters.
  • Assemble water meters for sewer billing.



Computer/Office Equipment Skills:

Requires working knowledge of PC-Windows based database systems for information management.

Certifications and Licenses:

Possess a valid drivers license. Must possess or obtain at least a class B CDL license with Air Brake Certification and Tanker endorsement within 6 months. Must obtain fork lift certification. Training and certification is provided by Jeffersonville Manager of Safety Programs. May obtain an IWEA Construction Certification, but not required.

In the performance of job duties, position requires the incumbent to walk, stand or sit for extended periods of time; work in confined spaces; bend, squat, twist, crawl, kneel and climb in and out of manholes of various depths; operate power and hand tools, machinery; perform manual tasks in extreme variations of weather conditions for extended periods of time; work in high work places, around loud noises, with toxic materials and vibrations typically encountered when maintaining and operating a wastewater facility and collection systems. Requires the ability regularly lift/move up to 80 lbs. (the average weight of a manhole cover) and to lift and place a robotic camera/transporter and cables weighing approximately 100 pounds.


Position requires participation in the Jeffersonville Wastewater Collection System Departments on-call rotation, which includes some nights, weekends, and holidays in response to emergency situations that occur within the plant and collection systems. Requires ability and willingness to work after normal work hours and to work any shift, holidays and weekends if needed.

Position will require employee to go out-of-doors and into various parts of the wastewater treatment plant and lift stations subjecting the incumbent to variations on temperature and humidity. Working conditions in the field are subject to extreme variations in temperature, humidity and can include high wind, rain, sleet, snow, etc. Frequently work on slippery surfaces. Some parts of the body may come into contact with oil, grease, wastewater, sludge and other products associated with the treatment of sewage. Some work on ladders, scaffolds, or other equipment more than 12 feet above the ground. Occasionally work in confined or cramped spaces. Entry into permit required confined spaces, and act as supervisor into permitted confined spaces.
