Job Title: Technical Program Manager
Location: Bellevue, WA, USA (Onsite/Hybrid – candidate must be local or nearby and able to travel to the Nokia Bellevue office as needed)
Employment Type: Contract

Overview
Individual leads complex telecom network programs in support of Nokia initiatives and customer outcomes. The manager coordinates technical teams, drives delivery, and ensures program alignment with business goals. The position is based in Bellevue, Washington with on-site presence as needed.

Key Responsibilities

• Lead cross-functional teams to plan, execute, and deliver network programs.
• Align program objectives with customer and Nokia strategy.
• Identify risks, develop mitigation plans, and track progress.
• Support technical troubleshooting and issue resolution.
• Communicate program status and results to stakeholders.

Required Skills and Experience

• Strong knowledge of mobile networks (2G/3G/4G/5G), fixed networks, and converged architectures.
• Experience working with virtualized environments such as Nokia CBIS, containers (Docker/Kubernetes / NCS), and cloud platforms.
• Hands-on exposure to CMM, CMG, CNCS, Titan, HSS/HLR, or CSD (Nokia or third-party solutions).
• Understanding of SIP, Diameter, and SS7 protocols.
• Proven leadership in multi-disciplinary technical teams.
• Strong analytical and troubleshooting capability.
• Excellent communication skills in English.
