Our organization is in search of a driven, career-focused Technical Program Manager to become part of our team in Arlington, VA. This role offers a hybrid work arrangement, requiring three days on-site.

The perfect candidate will demonstrate extensive technical expertise in DoD simulation frameworks, coupled with a solid history of managing technical scopes, schedules, risks, and relationships with senior stakeholders within the Pentagon and Air Force leadership.

Key Responsibilities:

• Manage the planning, execution, and delivery of intricate Modeling, Simulation & Analysis (M&SA) programs.

• Establish, monitor, and implement technical roadmaps, project milestones, and deliverables for advanced MS&A software and modeling projects.

• Convert complex Air Force operational concepts into actionable software requirements, modeling tasks, and project workflows for technical teams.

• Lead cross-functional teams comprising operations research analysts, software engineers, and domain specialists, removing technical obstacles and ensuring the prompt transformation of military Concepts of Operations (CONOPs) into validated, impactful M&S capabilities.

• Assess technical trade-offs, manage scope changes, and identify schedule risks. Ensure that analytical outputs are methodologically sound prior to delivery to executive sponsors.

• Act as the main technical liaison for senior leadership across the Pentagon and Air Force, simplifying complex analytical models into clear executive dashboards and strategic presentations.

• This role may require up to 25% travel.

Minimum Qualifications:

• A Bachelor’s degree in Systems Engineering, Software Engineering, Data Science, or a related field.

• Over 10 years of experience in leading technical projects, engineering roadmaps, or analytical teams, employing Agile/Scrum or formal program management methodologies.

• Familiarity with and technical knowledge of core DoD simulation frameworks (such as AFSIM, STORM, or CFAM) and contemporary concepts (like JADC2, multi-domain operations).

• Ability to read and comprehend technical code frameworks, data structures, or analytical outputs (e.g., C++, Python, R) to effectively guide engineering teams and assess technical risks.

Qualifications:

• Previous experience as a military Operations Research Analyst (ORSA), Navy/Air Force Operational Analyst, or in Joint Operations.

• Possession of PMP, PMI-ACP, Certified ScrumMaster (CSM), or a similar technical project management certification.

• A Master’s degree in Operations Research, Systems Engineering, Software Engineering, Data Science, or a related field.

Clearance Requirements:

• Must hold a current or active TS/SCI clearance with SAP/SAR eligibility.

Physical Requirements:

• The individual in this role must be able to remain stationary for 50% of the time. Occasionally, they will need to move around the office to access file cabinets, office equipment, or to communicate with colleagues, management, and clients through email, phone, or virtual platforms, which may include delivering presentations.
