SCOPE OF SERVICES
The scope of this project is to develop a secure, internal-facing, web-based portal that will provide HESC staff with a consolidated view of financial aid applications to make application processing more efficient. This includes reviewing, updating, and verifying information using supporting documentation and data from multiple data sources; where possible, streamline and automate processes to help make eligibility determination and reporting easier. External-facing features such as student/applicant or college portal are excluded from the scope of this project.
JOB DESCRIPTION
We are seeking an experienced Technical Lead / Back-End Engineer to architect, develop, and maintain the core back-end infrastructure for a mission-critical portal serving public-sector users. This role requires strong technical leadership in back-end design, API integration, database engineering, and DevOps automation, with a deep understanding of compliance requirements for government systems.
The ideal candidate is a senior-level engineer with proven experience in designing scalable, cloud- solutions using .NET technologies. This role includes oversight of RESTful API integration (including SAML/OIDC via ADFS), secure database access (DB2, SQL Server), and automated DevOps pipelines (CI/CD, containerization) in alignment with New York State security standards, specifically Section 5.4 and NYS-S13-002.
RESPONSIBILITIES:
- Lead the design and implementation of the portals back-end architecture using C# and .NET (preferably .NET 8).
- Develop and integrate secure RESTful APIs; manage protocols including SAML and OIDC using ADFS.
- Design and optimize relational database schemas with 100150 data fields per program; ensure secure and efficient DB2 and SQL Server connectivity.
- Oversee and automate CI/CD pipelines using modern DevOps practices; implement containerization solutions (Docker, Kubernetes, etc.).
- Ensure all development aligns with NYS IT security policies, including Section 5.4 standards and FedRAMP moderate certification requirements.
- Collaborate with front-end engineers, business analysts, and the Agile delivery team to ensure end-to-end alignment on technical goals.
- Conduct code reviews, performance tuning, and enforce secure coding practices.
MANDATORY SKILLS/EXPERIENCE
Note: Candidates who do not have the mandatory skills will not be considered
- 7+ years of experience in .NET development (C#, .NET Framework 8 ).
- Expertise in cloud- architectures (Azure GovCloud, AWS, or GCP) and microservices.
- Experience with REST API development, secure coding practices, and database design (100150 fields per program).
- 3+ years in Agile environments with data engineering for public-sector projects.
- Familiarity with FedRAMP moderate certification and NYS security policies (e.g., NYS-S13-002).
DESIRABLE SKILLS
- Experience with automated testing frameworks and performance profiling tools.
- Familiarity with Azure DevOps, Jenkins, GitHub Actions, or equivalent tools.
- Prior experience with New York State agencies or higher education systems.
- Knowledge of accessibility, usability, and 508 compliance best practices.
