Technical Advisor: Governance and Sustainability (5 year FTC)

JOB PURPOSE: To pioneer the implementation of the SEZ governance and sustainability strategies aimed at developing competitive Special Economic Zones in South Africa. QUALIFICATIONS: Degree in either Business Sciences, Economics, Finance or Development Economics Honours or Masters Degrees preferable. Member of a professional body will be an advantage EXPERIENCE:  5 - 8 years experience in a Senior Management position in regional development. Thorough understanding of the Public Finance Management Act (PFMA) Advanced knowledge and experience of industrial development and regional development Good capability on developing policy, guidelines and development instruments 1.    Accelerate the implementation of the SEZ Governance Model Lead the development of a new SEZ governance model that promotes better coordination Mobilise national support for the implementation of the new SEZ governance model Coordinate the involvement of all spheres of government and national sector departments in the planning and development of SEZ Provide support to provinces and SEZ on the establishment of SEZ entities Lead the establishment of SEZ entities Ensure that SEZ are established in accordance with the SEZ Act and dtic standards Ensure that SEZs adherence to good corporate governance through prudent financial management, enhancing viability and sustainability of projects 2.    Provide Technical Support Services on Sustainability to SEZs Provide technical support on the on the development of financial sustainability models for Special Economic Zones Capitalize on the regional competitive advantages Identify funding opportunities where required for viable SEZ, including external funding, joint, ventures, and grants Assess viability and risk of new SEZ projects and make new recommendations Working with other development institutions to coordinate the development of SEZs in line with their growth stage 3. Accelerate Industrialisation through SEZ Formulate and implement SEZ plans and strategies that align with current industrialization programs in the South Africa. Develop, execute and monitor the implementation of the regional impact of SEZ programme Mobilise private sector and government on the implementation of SEZ plans Keep abreast with market trends  Identify and initiate high impact programmes and projects in and with various SEZs Market the provinceâ€s industrial opportunities among potential local and international industrialists through among other things an annual industrial convention, industrial support services, industrial exhibitions, etc. Market the provinceâ€s industrial opportunities among potential local and international industrialists through among other things an annual industrial convention, industrial support services, industrial exhibitions, etc. Support the development of guidelines on various initiatives linked to success criteria for SEZs best practice 4. Research and Best Practice in SEZ and Regional Development Provide oversight on research projects that drive continuous improvement of the Programme Ensure research into new and existing processes, materials and techniques on regional development and SEZ growth Understand market trends and market analysis to appropriately guide the development of the programme in new areas Assess technical risks and mitigation plans Keep abreast of industry standards, regulations, and potential changes TECHNICAL/FUNCTIONAL COMPETENCIES: Planning and organising Analytical thinking Problem Solving Attention to detail Stakeholder Management BEHAVIOURAL COMPETENCIES: Collaboration and Influence Accountability Leadership Strategic Thinker Results orientated LEADERSHIP COMPETNCIES – IF APPLICABLE FOR THE ROLE: Strategic Capability and Leadership People Management and Empowerment Financial Management
