Surface Water Treatment Plant Manager

The Surface Water Treatment Plant Manager is responsible for leading the operations, maintenance, and compliance activities of a 25 MGD Surface Water Treatment Plant and eight (8) operational water wells serving the City of Victoria. Under general supervision, this position manages plant staff, oversees water intake and treatment processes, ensures compliance with state and federal regulations, and safeguards the community’s water quality and supply.

Key Responsibilities

  • Direct and oversee all daily operations of the surface water treatment plant, including water intake, treatment, storage, and distribution.
  • Monitor SCADA systems, gauges, and flow data to ensure accurate, efficient, and safe water treatment processes.
  • Supervise, train, and evaluate plant operators; review schedules, timesheets, and employee expenditures.
  • Ensure compliance with Texas Commission on Environmental Quality (TCEQ), EPA, and other regulatory standards.
  • Oversee chemical testing and laboratory analysis, ensuring accurate sampling and quality control.
  • Coordinate special water sampling and reporting with state and federal agencies.
  • Manage plant budgets, purchase orders, and expense approvals.
  • Respond to customer inquiries and coordinate with internal departments and external agencies.
  • Maintain safety protocols related to hazardous chemicals, confined spaces, and water treatment equipment.

Work Environment

  • Work occurs in both office and treatment facility environments.
  • Requires exposure to outdoor weather, hazardous chemicals, and standing water.
  • May involve climbing ladders and physical activity around treatment infrastructure.

Qualifications

Education & Experience

  • High school diploma or GED required; associate’s or bachelor’s degree in environmental science, water resources, or a related field .
  • Minimum of five (5) years of progressively responsible surface water treatment experience, including supervisory responsibilities.
  • Equivalent combinations of education, training, and experience may be considered.

Certifications & Licenses

  • Texas Grade A Surface Water Operator Certification (required).
  • Valid Texas Driver’s License.

Knowledge & Skills

  • Strong knowledge of water treatment processes, water quality standards, and regulatory compliance.
  • Proficiency with SCADA software, chemical handling, laboratory testing, and safety practices.
  • Skilled in staff supervision, training, and leadership.
  • Ability to manage budgets, maintain accurate records, and prepare regulatory reports.
  • Strong communication skills for working with city staff, agencies, and the public.
