SERVICE PURPOSE
Assist the Start-up & Transition Manager as follows:
- Before Handover: verify that the contractor complies with the contractual obligations, and that the LNG Trains facilities have reached handover readiness.
- After Handover: Lead SU for the company, provide technical expertise, and take part in the performance tests and early operations of the LNG Trains.

HSE RESPONSIBILITIES
- Adhere to HSE and company policies, confidentiality, compliance needs, and procedures.
- Provide leadership in the implementation of Health, Safety and Environmental Management Systems and Standards.
- Identify Health, Safety and Environmental (HS&E) hazards, assess and control risks, and continually enhance and develop the HS&E program.
- Work safely, avoid incidents and dangerous situations, contribute toward continual HSE improvement, and demonstrate safety behavior for oneself and others.
- Report all observed accidents, incidents, and near misses according to company Health, Safety and Environmental policies and procedures.
- Support maintenance and continual improvement of ISO 14001 Environment Management System requirements and other management initiatives.
- Attend mandatory HSE trainings.
KEY RESPONSIBILITIES
Before Handover:
- Develop the subsystems start-up sequence.
- Take part in the preparation and execution (witnessing) of critical commissioning activities.
- Review/comment the Red Spade register.
- Verify that the contractor complies with contractual obligations, and that the LNG Trains facilities have reached handover readiness, coordinating reviews by company discipline specialists of the following deliverables:
o Commissioning Completion and RFSU dossiers
o Outstanding punch list at RFSU
o Key as-built deliverables (PFDs, PIDs, ESD logic diagrams, F&G matrix, etc.)
o Operating Manuals (including vendors)
o Operating Procedures (including start-up)
- Participate in the review and development of start-up procedures (some start-up procedures issued by the contractor may have to be revised to comply with company standards; others will be produced by the company).
- The company will manage SU and operation once feed-gas is ready for gas-in.
- Develop or participate in the validation of start-up procedures with the OTS.
- Take part in RFSU walk-downs with the contractor.
- Witness ESD/EDP/F&G cause and effect tests.
- Define the vendors mobilization plan, applicable during the post-handover period, for approval by the contractor and company.
After Handover:
- Lead SU of LNG trains in good cooperation with Production staff.
- Attend contractor/company SIMOPS daily meetings.
- Propose revisions of the vendors mobilization plan, depending on technical issues encountered during start-up.
- Ensure that the contractor mobilizes vendors as per the latest approved mobilization plan.
- Ensure proper reporting by vendors (daily reports, diagnostic & recommendations reports).
- Assist/co-ordinate in the execution of the Performance Tests, including by reviewing final reports issued by the contractor.
- Propose changes to operational procedures and process improvements based on observations of facility performance.
- Support Operations staff in resolving technical problems (including troubleshooting) and in engineering capital projects for plant modifications.
- Assist in the preparation of (short duration) planned shutdowns resulting from major technical issues, when needed.
- Assist in the preparation of Warranty Claims, providing technical details.
TECHNICAL REQUIREMENTS
- Excellent knowledge of LNG plant process and start-up operations.
- Excellent knowledge of HSE and Environment Management systems.
- Excellent knowledge of PTW system in the Oil & Gas industry.
- Excellent knowledge of computer windows office applications.
- Excellent command of written and spoken English.
REQUIRED QUALIFICATIONS AND BACKGROUND
Education:
- Masters or higher education in Applied Science, Chemical Engineering or equivalent with international standard.
Experience:
- Minimum 15 years of experience in start-up and operations of LNG production plants.
