Position Summary:
MSM North America is seeking a highly skilled and experienced Senior Project Engineer to lead and manage complex design and construction projects from concept through completion. This role is pivotal in ensuring technical excellence, cost efficiency, and timely delivery of industrial facility design, construction, and technical support. This role will collaborate with internal and subcontract engineering and project controls teams to ensure the project meets stringent defense, safety, and building standards and codes, while driving operational efficiency and continuous improvement. As a senior-level engineer, the role provides technical leadership, process oversight, and cross-functional collaboration to support mission-critical defense programs.
Key Responsibilities:
Project Development & Optimization
- Lead engineering design and construction efforts across multiple projects, ensuring alignment with scope, budget, and schedule.
- Review and approve design documents, specifications, and construction plans for compliance with codes and standards.
- Coordinate with architects, consultants, and subcontractors to resolve technical issues and optimize design solutions.
- Coordinate permitting requirements with regulatory agencies and project stakeholders to ensure timely approvals that support overall project schedules.
- Integrate configuration management principles during project development to ensure all design revisions and changes are reviewed, approved, and documented in accordance with established baselines.
Technical Leadership & Support
- Serve as the technical authority for facility-related engineering challenges.
- Provide guidance to junior engineers, technicians, and cross-functional staff.
- Collaborate with operations, safety, and quality teams to resolve technical issues and ensure the project meets project and regulatory requirements.
- Lead configuration control boards (CCBs) or equivalent review processes to evaluate, document, and authorize engineering changes.
Regulatory & Quality Compliance
- Ensure compliance with defense and government regulations, including and Local Building Codes, OSHA, EPA, DoD, and DA PAM standards and codes.
- Lead root cause analyses and corrective action plans for design non-conformances.
- Maintain configuration documentation in alignment with QA/QC systems to ensure traceability between design revisions, materials, and construction outcomes.
Continuous Improvement & Innovation
- Drive continuous improvement initiatives to reduce cost, cycle time, defects and improve project safety.
- Identify and implement new technologies, tools, and methods that enhance design and construction capabilities.
- Develop and maintain project documentation, engineering control management procedures, and engineering standards.
Project Engineering Execution
- Support facility and equipment modernization, expansion, and integration projects.
- Develop project plans, schedules, and budgets for process engineering initiatives.
- Prepare and develop Statements of Work (SOWs) to define scope, deliverables, and performance requirements for subcontractors and suppliers.
- Coordinate with contractors, subcontractors, and Army representatives for successful project delivery.
- Ensure engineering deliverables, as-built drawings, and design modifications are updated within the configuration management system to maintain current project baselines.
Safety & Risk Management
- Support process hazard analyses, risk assessments, and failure mode analyses.
- Partner with Explosive Safety SME and EHS personnel to ensure facility design and construction comply with explosives and industrial safety requirements.
- Champion a safety-first culture within engineering and production environments.
Qualifications
Required:
- Bachelor's degree in Civil, Structural, Architectural or Construction Engineering required.
- 10+ years of progressive experience in project engineering within complex facility design and construction.
- Strong knowledge of building codes, construction methods, and engineering principles.
- Excellent communication, leadership, and problem-solving skills.
- Proficiency in AutoCAD (or similar), and project management software (e.g., Primavera or MS Project).

- Master's degree in Engineering or related technical discipline .
- Professional Engineer (PE) license .
- Experience in the design and construction of explosives processing facilities, or high-compliance project environments.
Work Environment:
This role is based full-time onsite. The Senior Project Engineer will work in manufacturing, industrial, and high-hazard areas requiring strict adherence to safety standards and protective measures. Collaboration with Army personnel, contractors, and cross-functional MSM teams will be routine.
