About the Role:

Were seeking a strategic and detailoriented Senior Procurement Analyst to join our water utility team in San Jose. Reporting to the Procurement Manager, youll lead the analysis of contractors, sourcing categories, vendor performance, and organizational spend. Your insights will shape sourcing strategy, control costs, and drive operational excellence.

As a key member of the procurement team, youll support critical infrastructure and operations by ensuring that our sourcing decisions are data-driven, risk-conscious, and aligned with long-term utility planning. Key Responsibilities:

  • Contractor Analysis & Management
  • Evaluate contractor proposals, assess capabilities and risk, and monitor performance/performance KPIs.
  • Collaborate with legal and operations to ensure contract compliance, renewal, and dispute resolution.
  • Category & Sourcing Analysis
  • Analyze spend across supply categories (e.g., infrastructure, chemicals, services).
  • Identify cost-saving opportunities, develop category strategies, and implement sourcing plans.
  • Data & Spend Analysis
  • Consolidate and cleanse procurement and spend data; implement dashboards and reporting tools.
  • Develop KPIs (e.g., maverick spend, savings realised, supplier lead times) to monitor performance.
  • Present findings and recommendations to senior leadership.
  • Supplier & Market Intelligence
  • Research vendor market trends and benchmarks to inform negotiation strategy and procurement decisions.
  • Maintain a vendor list and identify new suppliers aligned with organizational goals.
  • Cross-functional Collaboration
  • Partner with finance, operations, compliance, and engineering teams to align sourcing with utility requirements.
  • Support RFP processes, RFx templates, and procurement trainings for internal stakeholders.

Work Model and On-Site Requirements:

  • Based in the San Jose office full time
  • Or, hybrid model (on-site 34 days/week), pending final candidate alignment.
  • 12-month contract with conversion to direct hire with the utility upon completion.

What We Are Looking For:

  • Education & Experience
  • Bachelors degree in Supply Chain, Business, Finance, or a related field; MBA or CPM/CSCP certification a plus.
  • 5+ years of procurement experience, including category management, sourcing, contractor/vendor management, and data/spend analysispreferably in utilities or public sector.
  • Technical Skills
  • Strong Excel/dataanalytics skills; proficiency with Power BI/Tableau.
  • Experience with procurement or ERP systems (e.g., SAP Ariba, Oracle).
  • Analytical & Negotiation Skills
  • Sharp analytical mindset with proficiency in identifying trends, benchmarking, and cost opportunities.
  • Skilled negotiator who can develop and drive sourcing strategies.
  • Communication & Collaboration
  • Excellent written/verbal communication and presentation capability.
  • Comfortable operating in a fast-paced, matrixed environment with tight deadlines.

Attributes:

  • Experience working in the water, energy, or public utility sector with regulated procurement processes.
  • Familiarity with CPUC supplier or ESG-related sourcing goals and reporting.
  • Demonstrated success in implementing or optimizing procurement analytics dashboards (e.g., Power BI, Tableau).
  • Knowledge of California contracting and vendor compliance regulations or public agency procurement codes.
  • Advanced credentials such as CPSM, CCA, CSCP, or Six Sigma certifications.

Compensation:

  • Salary Range: $115,000 to $155,000 per year
  • Contract duration: 12 months, then direct hire with the utility continuing 2-5 years or longer.

  • HRA (Health Reimbursement Account) can be used for covering costs of plan premiums as well as point-of-service costs and copays
  • Benefit amounts for 2025:
  • Employee only: $6,600 ($550 per month)
  • Employee plus one: $10,320 ($860 per month)
  • Employee plus family: $14,040 ($1,170 per month)
  • All plans may carryover up to $5,000 to the next year

Retirement Savings Plan:

  • 401K program with safe-harbor company matching contributions dollar-for-dollar

up to 6% of employee contributions.

  • 401K program custodian with a history of high-performing funds.
  • Discretionary supplemental match each year.

PTO (Paid Time Off)

  • Holidays: Paid holidays for full-time employees, averaging 11 days per year, following utility holiday schedules.
  • Sick time: 40 hours per year accrued on a bi-weekly basis, carryover allowed to next year.
  • Vacation pay: accrued on a bi-weekly basis, carryover allowed to the next year.
  • Vacation accrual details based on years of employment with our firm:
  • 0-2 years: 2 weeks or 80 hours per year
  • 3-4 years: 3 weeks or 120 hours per year
  • 5+ years: 4 weeks or 160 hours per year
