Job Description

Senior Estimator / Project Manager Civil Construction – Heavy Civil Focus Location: [Houston Metro Region]

Type: Full-Time

Experience: 10+ Years

About the Role: We are seeking an experienced Senior Estimator / Project Manager to bid assigned projects, if awarded deliver projects from beginning to closeout. In our integrated model, the person who estimates the job owns the job—transitioning seamlessly into full project management responsibilities once the contract is secured. Must be able to balance post award work with new bidding assignments

Key Responsibilities: Estimating & Bidding

• Prepare accurate, competitive bids for heavy civil projects
• Perform quantity take-offs, pricing, and risk analysis
• Lead your bid review meeting, answer questions and finalize submissions

Project Management (Post-Award)

• Procurement: Issue purchase orders and subcontracts
• Submittals & RFIs: Manage submittal logs, track approvals, draft/respond to RFIs
• Scheduling: Develop baseline CPM schedules; provide weekly/monthly updates
• Pay Application: Keep track of completed quantities and ensure pay applications are issued promptly at the end of the month
• Change Order Management: Identify, price, negotiate, and execute change orders
• Owner/Engineer Interface: Serve as primary point of contact between field crews, project owner, and design team
• Cost Control: Perform Analysis of job cost to ensure project remains in budget
• Acct Payables: Review invoices from subcontractors and suppliers to ensure accurate allocation of cost to the correct job
• Project Close out: Lead project closeout, manage punch list resolution, verify and reconcile final quantities for payment and retention release

Required Qualifications

• 10+ years in civil construction estimating and project management
• Proven track record of bidding and managing roadway, utility, and site development projects
• Expertise in concrete & asphalt paving, underground utilities, storm sewer, and detention ponds
• Ability to manage full project lifecycle from NTP to final payment and closeout

Qualifications (Strongly Desired)

• Proficiency with HCSS HeavyBid estimating software
• TxDOT project experience
• Experience estimating bridges or concrete structures
• Background on large private commercial site projects ($5M+)
