On-Site Project Manager

Position Overview:
We are seeking a highly skilled and certifiedOn-Site Project Managerto lead and coordinate IM/IT support services atMadigan Army Medical Center (MAMC). This role is pivotal in ensuring seamless communication with government stakeholders, managing subcontractor performance, and delivering all contract-required documentation and deliverables.
Key Responsibilities:
- Serve as the primary on-site liaison between the contractor team and MAMC leadership.
- Oversee the daily performance and conduct of project personnel, ensuring alignment with contract standards and mission objectives.
- Exercise authority in staffing decisions, including selection, onboarding, performance management, and separation of personnel, in coordination with company leadership and contract requirements.
- Coordinate technical requirements and deliverables with subcontractors and internal teams.
- Manage multiple IM/IT projects using PMBOK and ITIL methodologies.
- Provide weekly updates to the Deputy CIO and monthly status reports to the COR.
- Ensure timely and accurate submission of all contract deliverables.
- Maintain Standard Operating Procedures and ensure compliance with DoD and MAMC regulations.
- Attend weekly performance evaluation meetings and respond to Contractor Discrepancy Reports (CDRs).
- Oversee risk assessments, resource allocation, and project forecasting.
- Ensure compliance with HIPAA, Privacy Act, and cybersecurity standards.
Required Qualifications:
- Education: Bachelors degree in Information Technology, Business Administration, or related field.
- Experience:Proven project management experience in a broad, multiorganizational environment.
- Minimum of5 yearsof experience in an IM/IT clinical environment with impact to clinical systems.
- :Familiarity with the organizational structure, operational protocols, and mission of the Defense Health Agency (DHA), particularly as they pertain to IM/IT functions within Military Treatment Facilities (MTFs). Experience supporting DHA initiatives or working within DHA-governed environments is highly desirable.
- Certifications:
- CompTIA Project+orPMI Project Management Professional (PMP)certification.
- Security+ CEor equivalent IA certification per DoD 8570.01-M.
- Knowledge of:
- Federal and DoD regulations including HIPAA, Privacy Act, and RMF.
- Virtualized environments, network and systems administration, and cybersecurity.
- Quality Control and Quality Assurance practices.
- Skills:
- Strong leadership and communication skills.
- Proficiency in Microsoft Office Suite and project management tools.
- Ability to manage multiple priorities and meet deadlines.
Additional Requirements:
- Must be available on-site MondayFriday, 8:00 AM to 4:30 PM PT, excluding federal holidays.
- Must pass a background investigation and obtain a Common Access Card (CAC).
- Must complete mandatory training (Cyber Awareness, OPSEC, AT Level I, TARP, etc.) within 30 days of hire and annually thereafter.
- Must sign Non-Disclosure Agreement (NDA) and Acceptable Use Policy (AUP) prior to accessing government systems.
