Summary
Delta Oaks Group is seeking a dynamic and experienced Site Development Manager to lead the zoning, permitting, and land-rights acquisition functions for our telecommunications, fiber, renewable energy, commercial, and government infrastructure projects throughout the United States, including Puerto Rico and USVI, with a focus on Northern Virginia localities. This hybrid role combines deep regulatory expertise with strategic site-feasibility analysis, strong leadership, and negotiation skills to ensure end-to-end coordination from site identification through permit approval and lease execution.

Positional Responsibilities
The ideal candidate will lead a multidisciplinary team responsible for zoning approvals, permitting processes, and land-rights negotiations across telecommunications, fiber, renewable energy, commercial, and government infrastructure projects. This includes combining deep regulatory expertise, strategic site-feasibility acumen, and proven leadership to drive project delivery, and mentor staff through permit issuance and lease execution. Excellent communication and interpersonal skills are essential, as the role involves coordinating with internal teams, clients, and regulatory agencies.

  • Project Management & Coordination: Oversee multiple concurrent projects, ensuring on-time permit submittals, budget adherence, and quality deliverables. Allocate resources, track milestones, and resolve escalated issues.
  • Regulatory Strategy & Oversight: Guide the team in researching, interpreting, and applying local, state, and federal zoning ordinances, land-use regulations, and building codes. Provide senior-level review and approval of zoning applications, site-plan submissions, conditional-use/variance requests, and building permits.
  • Site Identification & Feasibility: Lead site-candidate identification using GIS mapping, public records, and field visits. Conduct comprehensive feasibility assessments, evaluating zoning, environmental, access, utility, and civil-design constraints.
  • Landowner & Stakeholder Engagement: Direct outreach to landowners, brokers, and property managers. Draft, review, and negotiate ground leases, option agreements, and easements. Liaise with legal and title teams to secure title commitments and clear encumbrances.
  • Jurisdictional Negotiations: Cultivate relationships with planning departments, zoning boards, airport/turnpike authorities, railroads, and other regulatory entities. Represent Delta Oaks Group at hearings, community meetings, and negotiation sessions.
  • Documentation & Reporting: Oversee and maintain Site Candidate Information Packages (SCIPs) with accurate mapping, ownership reports, environmental due diligence findings, and land-use analyses. Maintain detailed records of all zoning, permitting, and acquisition activities. Generate summaries and status reports for internal and external stakeholders.
  • Cross-Functional Collaboration & Problem-Solving: Work closely with project managers, engineers, environmental specialists, and legal counsel to identify challenges early and develop compliant, cost-effective solutions.
  • Knowledge Base: Demonstrate an expert understanding of zoning and building review procedures including the ability to comprehend Civil/A&E/Environmental deliverables, thoroughly assessing materials for accuracy and clarity in the site acquisition process.

Due to the nature and limited timelines of most projects, the selected individual should be willing and capable of exhibiting the work ethic and social ability to succeed in a fast- paced environment where communication with co-workers and strategic partners is paramount.

Computer Software Requirements

Experience/Minimum Requirements

  • 7+ years of progressive experience in site acquisition, zoning, permitting, or land-rights negotiation; including supervisory or lead responsibilities.
  • Proven track record negotiating ground leases, option agreements, and easements in telecommunications, fiber, or renewable energy sectors.
  • Demonstrated ability preparing and reviewing SCIPs with comprehensive mapping, ownership analysis, environmental due-diligence, and land-use evaluations.
  • Strong understanding of local, state, and federal land-use regulations, building codes, and environmental permitting requirements.
  • Excellent analytical, organizational, and problem-solving skills with acute attention to detail.
  • Exceptional communication and interpersonal skills, capable of presenting complex information clearly and diplomatically to diverse stakeholders.
  • Ability to manage multiple high-priority projects in a fast-paced environment and meet strict deadlines.

Educational Requirements
Associate degree (urban planning, construction management, project management, or related) plus 10+ years of relevant experience; or Bachelors degree in a related field plus 7+ years of relevant experience.

Travel
Moderate travel, approximately 35%, will be required.
