Required Qualifications:

Eight (8) years of experience as an IT Engineer in programs and contracts of similar scope, type, and complexity within the Federal Government is required.

Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. A Master’s degree in Computer Science, Information Assurance, Information Security System Engineering, or related discipline may be substituted for two (2) years of experience, reducing the requirement to six (6) years of IT Engineering experience. Four (4) years of additional IT Engineer experience may be substituted for a Bachelor’s degree, making the total experience requirement twelve (12) years as an IT Engineer without a degree.

Demonstrated subject matter expertise (through experience or certifications) in one or more of the following technology categories: End User Devices and their Operating Systems (Computers, Phones, Video Teleconference); Servers, Routers, Switches, Crypto, Cables; Active Directory, Microsoft SharePoint; Microsoft Exchange; Microsoft Systems Center; Corporate Storage Solutions; Chat Solutions; Integration with Security Technologies such as PKI; Customized Voice and Video Software; Thin Client and Virtual Infrastructures.

Responsibilities include, but are not limited to:

  • Perform system designs, developments, and product verification testing on power, control systems, software, hardware, and equipment;
  • Develop the operations, management, integration, and security requirements, in cooperation with the Information Systems Security Engineer (ISSE) of increasingly complex systems;
  • Develop and review system architecture, including relevant use cases;
  • Manage installation, maintenance, and support of complex technical infrastructures, hardware, and system software components;
  • Manage and tune technology to ensure expected availability and performance levels are achieved;
  • Lead major portions of large or medium complex IT projects and lead small projects autonomously; Provide highly technical and specialized solutions to complex IT problems;
  • Perform analyses and studies and prepare summary reports;
  • Gather facts through research, interviewing, surveys, etc.; analyze the client’s business, draw conclusions, prepare final reports;
  • Manage the fact-finding, analysis, and development of hypotheses/conclusions, produce final reports and deliver presentations.
  • Ensuring that the project delivers to Government expectations on time and within budget; Provide advice and guidance to less experienced staff;
  • Originate and deliver technical briefs to the Government and contractor personnel and all levels of the contract team;
  • Provide technical support and system engineering assistance to other elements at Government direction;
  • Provide advice for team integration of new platforms when required, regarding cost/schedule/performance impacts;
  • Develop models for future architectural enhancements to system hardware and software;
  • Develop security procedures for design reviews, and for operational monitoring, recording, and responding to security events;
  • Develop and (may) conduct training programs;
  • Provide expertise and/or direction in the development or modification of complex hardware and software solutions to enhance a commodity or specialized IT infrastructure or environment;
  • Interface with multiple levels of the organization and aspects of a team to resolve system engineering issues and actions;
  • Provide weekly and bi-weekly highlights and status inputs to include status, issues, and proposed solutions;
  • Develop advanced technological and operational ideas and guide their development to the final product;
  • Use in-depth consultative skills and business knowledge to practice business objectives and processes; Provide highly technical and specialized guidance concerning automated solutions to complex information processing problems;
  • Manage the project work as defined by the Government.
  • Lead medium to large complex projects and major phases of very large projects.
