Position Summary

The Senior IT Project Manager will lead complex software development projects for the client. This role is responsible for the full project lifecycle, ensuring all initiatives are delivered on time, within budget, and in full compliance with federal standards and Agile methodologies. The manager serves as the key liaison between technical development teams and high-level government stakeholders, driving strategic priorities through effective Agile execution.

Key Responsibilities

Project and Financial Oversight

  • Develop and maintain comprehensive project plans and master schedules, managing resource allocation and dependencies across multiple simultaneous IT projects within the HRD portfolio.
  • Track and control project budget performance and ensure accurate reporting, including the application of Earned Value Management (EVM) principles.
  • Focus on financial management, schedule tracking, and administrative support.
  • Serve as the primary contact and coordinator with the Government Project Management Office (PMO) on all project status, risk management, and schedule milestones.

Agile Leadership and Delivery

  • Provide leadership and guidance to cross-functional teams (Development, Quality Assurance, Database) to ensure adherence to Agile delivery principles and compliance.
  • Facilitate all core Scrum ceremonies (e.g., Sprint Planning, Daily Scrum, Sprint Review, Retrospective) for multiple development teams.
  • Support sprint planning activities and manage the product backlog to prioritize features and technical debt in coordination with Product Owners.

Stakeholder Management

  • Coordinate directly with government stakeholders to define, prioritize, and manage project deliverables and scope changes.
  • Ensure transparent and effective communication of project status, risks, and dependencies to both executive management and technical staff.

Required Qualifications

Experience and Certification

  • Experience managing a legacy mainframe environment or federal payroll domain is required.
  • 7+ years of progressive experience in Federal IT project management.
  • 5+ years of hands-on experience managing projects in a pure Agile environment.
  • Demonstrated experience in a large organization, preferably overseeing initiatives across multiple divisions (PPSD, CEED, or similar).
  • Knowledge of ColdFusion, MuleSoft, Lucee, GitHub, SQL, etc.
  • Required Expertise: Experience applying Earned Value Management (EVM) to IT projects.

Education and Skills

  • Bachelor’s Degree in Information Technology, Computer Science, Business Administration, or a related field.
  • Required Agile Certification: Certifications such as Certified ScrumMaster (CSM) or SAFe Agilist are required.
  • Proven ability to lead and facilitate highly effective Scrum events and drive collaboration among diverse technical teams (Dev, QA, DB).
  • Certification: Project Management Professional (PMP) or equivalent highly recognized certification (e.g., PgMP).
  • Exceptional written and oral communication skills for coordinating priorities with Government stakeholders.
