Senior Program Manager in San Ramon

Job Description

The Reality of the Mandate

Let’s cut through the standard corporate boilerplate: The EOE Strategy group does not operate as a routine IT PMO or a reactive task-tracking unit. This group acts as the critical bridge between executive vision and field execution.

When senior leadership establishes high-level directives surrounding catastrophic wildfire risk reduction, grid resilience, climate adaptation, and customer affordability, this role is responsible for walking directly into that ambiguity. You will map out the end-to-end execution frameworks, resolve deep cross-organizational dependencies, enforce performance transparency, and build the consulting-style steering committee architectures required to scale pilot programs into sustained utility operations. Because you will be driving matrixed initiatives without direct line authority, your success hinges completely on sophisticated lateral influence, change management mastery, and root-cause systems thinking.

Onboarding & Logistics Context

  • Location: Hybrid (Remote with 1 day/week on-site in Dublin/San Ramon/Bay Area facilities).
  • Interview Readiness: The selection panel is running an accelerated timeline; candidates must be fully available for compulsory in-person interviews in the Bay Area within 2 weeks of submission.
  • Technical Infrastructure: Due to current corporate hardware lead times, the chosen consultant must initially utilize their personal equipment for secure Citrix ecosystem access until a corporate laptop is provisioned.
  • Expenses: Field visits are fully covered. Approved travel/mileage outside your primary business location exceeding 50 miles one-way will be fully reimbursed per GSA standards, along with pre-approved safety PPE.

Core Execution Priorities

  • Strategic Roadmap Translation: Conduct thorough discovery, define program scopes, and translate high-level executive requirements into structured, measurable operational roadmaps and plans of record.
  • Cross-Functional Coalition Building: Drive alignment across disconnected enterprise stakeholders, including field operations, engineering, data/digital enablement groups, and regulatory bodies, to manage critical program dependencies.
  • Executive PowerPoint Storytelling: Author sophisticated, highly scannable presentation decks, decision papers, and milestone metrics for Directors, Senior Directors, and Executive Officers.
  • Systems-Level Troubleshooting: Apply rigorous root-cause analysis to complex operational bottlenecks, developing structuralized process improvements rather than short-term tactical fixes.
  • Field Execution Governance: Directly coordinate partner projects with active utility operations, participating in field site visits and capturing key operational lessons learned.

Profile Metrics

  • 4-6+ years of experience leading complex portfolios, business transformations, or operational excellence initiatives within matrixed corporate or consulting environments.
  • Bachelor’s degree in Business, Engineering, or a related field (PMP certification or Lean/Six Sigma exposure is highly desired).
  • Demonstrated experience managing ambiguity, building governance structures from scratch, and presenting quantitative insights to senior staff members.
  • Foundational background or strong familiarity with utility infrastructure, forestry, wildfire mitigation, or climate adaptation systems is highly .
