Under the general direction of the Construction Services & Sustainability Director, the Sr. Construction Project Manager has overall responsibility for the development, planning, organizing, coordination and successful implementation of specific Housing Preservation and other capital improvement projects while modeling and ensuring high performance and customer service delivery consistent with the agency’s mission, vision, and values.

  • Plan, organize and implement assigned capital improvement projects in accordance with all applicable CUSTOMER Policies and Procedures as well as all applicable federal, state and local laws and regulations.
  • Ensure that all capital improvement activities are performed in accordance with CUSTOMER Policies and Procedures and applicable HUD regulations, in addition to all applicable federal, state and local laws and regulations.
  • Ensure the implementation of assigned capital projects is a collaborative process.
  • Identify stakeholders, keep them abreast of project progress, and ensure they have meaningful involvement throughout the implementation of the Project.
  • Identify resources needed to implement the project and work with Procurement to prepare solicitation documents necessary to procure outside resources needed.
  • Work with Construction Services & Sustainability Director and Construction Inspection staff to develop preliminary project budget considering all labor, materials, consultants and contractors that will be required to implement the project.
  • Work with Capital Funds Grant Analyst to identify CUSTOMER sources of funding, budgeted amounts, and confirm eligibility of activities.
  • Work with Construction Services & Sustainability Director and Construction Project Inspection staff to develop preliminary project schedules considering various internal and external time constraints; such as Board meetings, Procurement policy/procedures, holidays, permitting, etc.
  • Oversee and coordinate a collaborative project design process; from concept development through preparation of construction bid documents.
  • Coordinate all necessary project meetings including; pre-design, design, pre-construction, construction job progress meetings and others, as necessary.
  • Ensure agendas are prepared prior to each meeting and meeting minutes are prepared after each meeting.
  • Provide contract administration of all project consultants and contractors;
  • Ensure compliance with all terms and conditions of their contracts,
  • Ensure deliverable meet contract requirements/specifications.
  • Ensure deliverable are provided when required,
  • Process payment applications in a timely manner
  • Review proposed change orders, prepare necessary cost/price analysis, make recommendations in accordance with Standard Operating Procedures and HUD regulations, manage contract closeout process, monitoring compliance with regulatory requirements of each contract including Wage Rates, Section 3 Unemployment, MBE/WBE employment and contracting, etc.
  • Coordinate close-out and transition of projects back to Property Management; provide, as applicable, all final punch list inspections, certificates of occupancy, warranty documents, as-built documents, equipment manuals, etc.
  • Establish and maintain project records and documentation in accordance with the Construction Services filing plan.
  • Prepare regular project reports for CUSTOMER’s Board, other CUSTOMER departments, the Construction Services & Sustainability Director, as requested.
  • Prepare regular reports for the City of San Antonio, HUD, and other agencies as necessary.
  • Attend and participate in regular division staff and individual progress and evaluation meetings.
  • Contribute to an annual evaluation of the prior year’s work program.
  • Contribute to the preparation of the work program for the upcoming year.
  • Performs other related duties as assigned.
  • Review and process all pay applications, change orders, and other formal requests from contractors or consultants.

Qualifications
Education and Experience:

  • Bachelor’s Degree from an accredited four-year college or university in Architecture, Engineering, Planning, Construction Management or related field.
  • Five (5) years progressively responsible experience managing the implementation of medium to large scale complex capital improvement programs. Experience with renovation of public/affordable housing preferable.
  • Experience utilizing a team approach to development and conflict resolution strategies.
  • Must have the ability to learn and use cloud applications such as Google GSuite applications to include but not limited to: Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets and Slides. Understanding document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud accessible applications to include but not limited to: One drive, Outlook, Word, Excel and Powerpoint or MAC or PC desktop equivalent is acceptable.
  • Successful completion of a criminal history background check, education and work history verification and drug screening test.

Preferred Requirements:

  • Architectural or Engineering Texas state license or Construction Manager certification desired.
  • Ability to learn cloud technologies such as LucidChart for diagram , workflow and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.

License and Certifications:

  • Texas Class “C” driver’s license at the time of placement and must be insurable by the Housing Authority’s liability and fleet insurance carrier.
  • Must have the ability to earn certifications as required by assigned tasks.

Technical Skills:

  • To perform this job successfully, the employee should have:
  • Ability to negotiate costs and proposals requested from contractors and architects
  • Ability to provide independent construction cost estimates
  • Ability to provide conflict resolution in a professional, contractual, and timely manner
  • Ability to effectively collaborate with, and lead, stakeholders and construction team in the development, design and implementation of construction projects.
  • HUD and Capital Fund Programs rules and regulations
  • Excellent written and verbal communication skills.
  • Strong understanding of construction industry contracting practices and processes.
  • Highly competent in the use of Google Apps, Microsoft Office suite of programs including Word, Excel, PowerPoint, and Project.
  • Ability to effectively plan and coordinate multiple resources, contractors, stakeholders, and task.
  • General understanding of residential construction methods and standards.
  • Understands the Mission, Vision, and Values of the agency, and directs work within these guiding principles and operational framework.
