We are seeking a highly skilled Senior API Developer for a critical, short-term strategic initiative focused on data transparency and equity reporting. This project involves building the foundational data services for a high-profile public dashboard, ensuring scalable and secure access to curated educational datasets.

Project Scope & Objectives

The selected consultant will design and implement secure, documented APIs that deliver aggregated datasets to front-end systems. The core focus is on ensuring data integrity through the application of consistent business rules, suppression logic for privacy, and robust filtering capabilities.

Key Responsibilities

• API Architecture: Design and build REST or GraphQL APIs (aligned with organizational standards) with full OpenAPI/Swagger documentation.
• Data Governance: Implement complex business rules, including exclusion logic and suppression of specific counts to prevent PII exposure.
• Service Excellence: Develop a "data availability" endpoint to communicate system limitations and gaps transparently to the UI.
• Performance & Security: Integrate API gateways, rate limiting, and server-side caching to ensure high performance under public load.
• Pipeline Collaboration: Partner with Data Management Offices to define ETL processes, including verified address mapping and automated calculation testing.

Technical Requirements

• Standards: Expertise in versioning strategies and standard query parameter implementation (Geographic, Metric, and Temporal filters).
• Structure: Ability to deliver standardized response payloads containing both metadata (suppression policies, refresh cadence) and data payloads.
• Security: Deep understanding of public read-only access patterns and protection against system abuse.
• Documentation: Proven track record of creating operational runbooks, data dictionaries, and developer portal documentation.

• Fully deployed API implementation in the production environment.
• Comprehensive OpenAPI specifications.
• Metric definition catalogs and data gap reporting endpoints.
• Operational runbook covering refresh cycles, monitoring, and incident response.
