Description: ODRG aims to secure a qualified Security Cooperation IT Project Manager to lead and oversee security cooperation contracts in Arlington, VA. This role requires understanding of the complex processes related to international defense partnerships, ensuring contract compliance, and coordinating with multiple stakeholders across the security cooperation ecosystem including foreign military partners, defense contractors, and other military personnel within the NCR and other Security Cooperation organizations within DoD.

You must be able to skillfully recognize and adapt to environmental or cultural nuances and be able to change your behavior, as well as influence other’s behaviors, accordingly.


As Security Cooperation IT Project Manager, you will work closely with internal development team, onsite system integrators, and government stakeholders and will be responsible for ensuring the solution’s successful implementation and delivery. You will need to have a strong understanding of a broad range of technology principles and services, so that you can skillfully represent us within the customer’s environment and drive discussions with senior personnel regarding trade-offs, best practices, project management, and risk mitigation.

Requirements:


What you will do:

• Hybrid work in Arlington, VA facility

• Ensure goal alignment and execution across stakeholder groups which may include customers, internal teams, and partners.

• Create and deliver communication tailored to the audience, ranging from executive level project updates to detailed sprint plans and financial reports.

• Apply judgement and tact to challenge, recommend, and redirect teams as well as manage client expectations during the engagement.

• Strategically think who can demonstrate understanding of requirements, foresee risks, make decisions guided by policies, procedures and a business plan with limited guidance.

• Deliver successful implementation and delivery of identified solutions and project plans as agreed upon with customers.

• Assist customers to achieve their mission outcomes and help to drive innovation throughout the engagement life cycle through iterative feedback mechanisms as a strategic business partner.


Required Experience

• 5+ years of customer-facing, COTS/GOTS implementation consulting experience across multiple cross-functional teams.

• 5+ years of experience managing enterprise-level IT projects.

• Understands contract management and delivery (PWS, SOW, CDRLs, KPIs).

• 3+ years driving Agile/Scrum/Iterative development using a project management tool set (Confluence, Jira, RallyDev, VersionOne, Taiga, etc) and source code management products.

• Significant experience working with and briefing executive-level Government personnel (Ex. GS-15 and above, SES, Flag-officer level).

• Technical knowledge of and extensive experience working with Microsoft SQL, ASP.net & VB.net

• Possess at least one active project management certification (e.g., APM, CSM, PMI-PMP, PMI-ACP).

• Excellent communication skills, with experience presenting solutions and technical concepts to both technical teams and senior leadership in the public sector.

• Bachelor's degree or equivalent experience/combined education.

• Position may require travel to DoD sites in Dayton, OH and other locations across the US.


Experience

• 5+ years of experience in the DoD IT domain supporting either DoD/IC

• Shareable experience managing one or more projects with a combination of 10+ resources, 6+ months, or $2M+ in contract value.

• 3+ years of experience with the software development life cycle (SDLC) and experience implementing project management best practices and providing end-user support

• Learning Management & Knowledge Management system experience
