Who are we?Concawe is the science division of an international non-profit association (The Fuel Manufactures Association aisbl) whose mission is to provide research and technical support to the EU fuel manufacturing in the study of environmental, health, safety and toxicity issues relating to the refining of crude oil or renewable feedstock, and the distribution and use of petroleum or renewable products. Its goal is to improve the understanding of these issues by the industry, authorities, users and other interested parties.The Association represents the interests of 38 Companies manufacturing fuel in the EU. Practice safety leadership. Develop the scope, review proposals and project-manage (including cost control) the execution of out-sourced research projects.Initiate tenders, facilitate selection of contractors, prepare contracts & monitor technical and progress for approved projects covered under the field of activity.Report progress and inform appropriate Management Groups and Scientific Committee as appropriate on all his/her activities.Ensure that Concawe technical reports, briefing papers, articles etc., on topics related to the field of activity are drafted, reviewed and approved for publication in due time.Serve as a technical expert and represent our industry in interactions with European and global bodies on technical issues in his/her area of expertise.Represent Concawe and the refining industry at conferences, stakeholders' meetings and participate in technical working groups organised by the EU Institutions and other relevant bodies.Facilitate and coordinate Member Company expert participation in the different technical groups and raise resourcing issues with Concawe Director and Scientific Committee.Gain an in-depth knowledge of EU and other relevant institutions decision-making processes related to the technical issues in his/her area of expertise.Coordinate as appropriate with FuelsEurope Policy Executives, including active participation in relevant Issue Groups and technical support to advocacy work.Cooperate with other Science Executives on overlapping or interlinked issues. Where required, supervise one or more administrative assistants, Science Associates, or trainees.Specific duties of the Science Executive Renewable Fuels Manufacturing:Initiate, propose, develop and implement a long-term strategy regarding the Low Carbon Pathways (LCP) programme. Lead the Refining into the Energy Transition Management Group (RET MG), and coordinate reporting Special Task Forces, on Low Carbon pathways bridging programme, in close collaboration with the Science Executive Refining Technologies.Manage, advice and coordinate Concawes activities aiming to identify potential pathways to reduce the carbon emissions of both refining activities and final products in the medium and-long term (2030 / 2050) with an integrated approach.Liaise with other areas in the Association (Fuels Quality & Emissions Management Group as well as Air Quality Management Group, Water, Waste & Soil Management Group and others) and external consultants to analyse and conduct specific research and technology scouting on some of the key opportunities identified.Explore routes and opportunities for the Association to better position the identified LCP technologies into the long-term Technology Strategy for Europe. Define, coordinate and optimize the Refining into the Energy Transition Management Group (RET MG) related budget in collaboration with Science Executive Refining Technology and Science Executive Fuels & Emissions. Supervise the activities of the Science Associates SA Low Carbon Pathways and SA Fuels & Modelling. Support other Concawe or FuelsEurope Groups as needed and provide modelling expertise and guidance to strengthen the economic input and analysis within these groups Develop within the Association an objective, model-based vision regarding the evolution of transport fuels demand and economic factors affecting the EU refining sector and the life-cycle GHG emissions of the EU vehicle fleet. Coordinate Concawes activities related to European refinery economic performance and life-cycle GHG emissions of vehiclesProvide support and advice to Concawe and FuelsEurope on Life Cycle Analysis (LCA), exploring the potential impact of existing and future technologies/powertrains for transport. Develop and manage ad-hoc modelling tools to assess the potential impact of key existing and future technologies to improve the CO2 intensity of the EU refining system. Develop and maintain specific tools to conduct Well-to-Wheel integrated assessments of potential pathways to improve the CO2 intensity of refining products.Analyse consequences of the introduction of alternative fuels on the EU transport fuels & refining industry and on the implications of proposed legislation.Be Concawes representative in the JEC consortium (JRC, EUCAR and Concawe) and the technical coordinator of two main reports periodically updated: JEC Well-to-Wheels (WTW) and JEC Alternative fuel studies. coordinate the related Concawe task-forces (STF-14) and the JEC sub-group on Fleet & Fuel model lead and coordinate the interactions with external stakeholders related to JEC WTW activities and alternative fuel activities. Support FuelsEurope advocacy activities, regarding long-term vision and strategy for the European refining system. Be the reference in the Association and represent Concawe and the refining industry as a technical expert in different forums on Low carbon Pathways technologies and Energy Transition - both refining and transport related: EU institutions technical groups, IPIECA Climate Change working group, stakeholders meetings, Advisory Boards of projects of interest, etc.Engage with the scientific community and communicate on Concawes technical work.What is your professional profile?In depth technical expertise in the field(s) relevant to the specific technical portfolio Experience and a proven track record in a Member Company or in the oil refining industry, or similar.Capacity to quickly learn and understand refining industry issues and the capability to identify risks associated with the refining industry. Keen interest and awareness of the European institutions decision-making processes for technical issues.A team player with the capacity to effectively facilitate technical teams and lead without authority.Good negotiation skills and a sense of diplomacy.Good communication skills, both verbal and written.Ability to think strategically and put technical issues in a broader context.Project management skills and managing contracted suppliers.Good command of the English language; an additional language would be an advantage.Excellent PC skills (MS Outlook; Word; Power Point; Excel; etc.).Specific skills/knowledge requirements:Expert knowledge of Well-to-Wheels principles and modelling techniques and the application of the outputs in life-cycle analysis of fuels and vehicles.Expert knowledge of the Best Available Technologies (BATs) to improve energy efficiency and carbon intensity in the refining sector and associated future liquid fuels. A sound understanding of the main low carbon technologies to mitigate CO2 emissions in transport.Expertise leading technology scouting projects to conduct deep-dive techno-economic analysis of strategic areas of interest for the Association related to the role. A sound understanding of vehicle fleet modelling techniques, including a thorough understanding of their input data requirements, the analysis and correct interpretation of their output data and their typical strengths and weaknesses.A basic understanding of the economic factors driving refinery operations and capital investments, including input crude costs, refining costs and product values relative to refinery configuration.An awareness of current issues relevant to the competitiveness of the European oil refining industry, such as product supply/demand balances, product quality specifications, penetration of alternative fuels, regulatory burdens and expansion projects in refineries in Europe and in competing regions.Organisational Fit: Reports to the Concawe DirectorThe position is based in Brussels (Belgium)To apply, please send your CV, your bibliography and motivation letter to: mentioning Science Executive Renewable Fuels Manufacturing in the subject of your e-mail.By applying for this vacancy, you agree that we use your personal data for recruitment purposes only.All your private information will be deleted from our files after the recruitment process.
