Safety Manager / Safety Representative for Electrical Contractor

Position Overview:
We are seeking an experienced Safety Manager or Safety Representative to oversee and enforce environmental, health, and safety (EHS) compliance on our electrical construction operations at the TSMC F21 semiconductor facility in Phoenix, Arizona. This role plays a critical part in maintaining our high safety standards and ensuring alignment with TSMC EHS policies, OSHA regulations, and electrical safety protocols.
Primary Responsibilities:
• Conduct pre-task planning and daily toolbox talks focused on electrical safety, energized work, LOTO, and high-voltage hazards
• Perform and document job site safety inspections, hazard assessments, and enforce corrective actions when violations are observed
• Deliver new hire safety and ongoing electrical-specific safety training programs
• Monitor use of PPE, grounding, arc flash protection, and NFPA 70E compliance on site
• Investigate and document all incidents, injuries, near-misses, and electrical-related safety concerns; manage follow-up and corrective action tracking
• Oversee injury case management, including tracking treatment and return-to-work status
• Maintain up-to-date medical/confidential employee safety files
• Attend and represent the company during OSHA inspections, TSMC audits, and compliance reviews
• Recommend, procure, and ensure the availability of proper safety equipment, PPE, and signage
• Actively participate in TSMC-wide safety meetings and initiatives to ensure integration with general site practices
• Collaborate closely with project managers, general contractors, and subcontractor teams to promote a strong safety culture
• Support Job Hazard Analyses (JHAs), Lockout/Tagout programs, confined space planning, and hot work permitting
Qualifications:
• 5+ years of safety experience, preferably in electrical or commercial/industrial construction
• Must pass pre-employment background check and drug screening
• Familiarity with semiconductor or high-tech cleanroom environments is highly
• Bachelor’s degree in Occupational Safety or related field (or equivalent work experience)
• OSHA 30 (within last 2 years) required; OSHA 500/501
• First Aid/CPR/AED certifications required
• NFPA 70(Code), and NFPA 70E (min. 6 hours course) training certificate required.
• Strong investigation and root cause analysis skills
• Proficiency in MS Office (Word, Excel, PowerPoint); safety management software experience is a plus
• Bilingual (English/Mandarin) is a plus, given the multicultural environment at TSMC Fab 21
Skills:
• Strong communication and conflict resolution skills
• Experience working within a multi-employer jobsite (MEJ) environment
• Ability to work independently in a high-pressure and dynamic construction site
• Prior experience supporting tool install, HV/MV electrical systems, or cleanroom projects a strong plus
Work Conditions:
• Must be able to walk jobsite regularly, wear full PPE, and climb ladders or scaffolding as required
• Availability for occasional night or weekend shifts based on project needs
