The Mission

The Quality Manager is responsible for the overall operations of the Quality Department, which includes the continuous improvement of the Safety Management System (SMS). Acting as the primary deputy for quality operations, this individual takes full ownership of the quality system and return-to-service authorizations to provide the oversight necessary while the company increases its operational capacity and service offerings. This position will support the Accountable Manager during all regulatory audits or inspections, and, when designated, represent the Accountable Manager in interactions with regulatory authorities.

Technical Responsibilities (Quality System)

Airworthiness Release: Serve as the primary authority for performing final inspections and approving articles for return to service via FAA Form 8130-3.

Manual & Roster Control: Maintain currency of the RSQM, SMSM, and personnel rosters, ensuring all FAA/EASA notifications are submitted within 5 business days of any change.

Capability Management: Provide final approval for "self-evaluations" required to add new articles to the station’s Capability List.

Equipment & Calibration: Ensure all precision tools and inspection equipment are calibrated to NIST standards, assess out-of-tolerance conditions for airworthiness impact, and proactively manage calibration activities to avoid delays and optimize work flow in operations.

Corrective Action Management: Oversee the Corrective Action Program to resolve deficiencies identified via audits, failed inspections, or customer complaints, or external Corrective Action Requests, ensuring all actions and responses are completed in advance of submission deadlines.

Perform additional quality-related duties as assigned by the Accountable Manager, including, as applicable, the supervision, training, and mentoring of future personnel such as a Chief Inspector and/or Quality Inspector roles as the organization grows.

Minimum Qualifications

Certification: Must be appropriately certificated as a Mechanic (Airframe and/or Powerplant) or Repairman under 14 CFR Part 65.

: Must be able to read, write, speak and understand English fluently.

Regulatory Knowledge: Must be thoroughly familiar with 14 CFR Part 145 regulations and FAA/EASA inspection methods.

Experience: Five (5) years minimum experience as a quality inspector in a Part 145 facility.

Core Performance Objectives

Operational Tactical Handover: Assume full responsibility for all daily quality functions, including final inspections and issuing FAA Form 8130-3s, freeing the Accountable Manager for strategic business development.

Facility Transition Leadership: Coordinate and manage all regulatory and quality aspects for change of locations, ensuring the new floor plan and housing meet FAA/EASA requirements.

SMS Integration & Proactive Safety: Transition the organization from reactive maintenance to a predictive safety culture by leading hazard identification and the Safety Risk Management (SRM) process.

Audit Readiness: Maintain a "Ready-to-Audit" state by managing the internal audit plan, to include conducting unscheduled, quality control audits of in-process work, to ensure products meet all regulatory, safety, and company quality standards.

Vendor Integrity: Administer the approved external vendors list, including initial audits of new vendors and periodic quality assessments of existing vendors, to ensure all maintenance contractors adhere to equivalent quality standards.
