Summary

Acting as an enterprise project manager, the Project Operations Manager (POM) organizes, leads and manages a portfolio of projects, programs and innovative processes representing business and systems enhancements, piloting change and innovation, and ensuring implementation of outcomes, on behalf of department directors, teams and external service providers. POMs help to identify project goals and objectives, departments and team members, processes, resources, expertise, and schedules to drive project completion in support of the agency’s goals. They instill change management and growth through training and skills transfer.

Essential Functions

In a consulting capacity, POM assists business owners to implement business and systems enhancements and conversions, POM pilots change and innovation and ensures successful implementation of intended outcomes.

Using desired outcomes, design and develop programs on behalf of lead directors, including process, financial and human resource requirements, department and staff participation, schedule and pace, decision-making gates, documentation of effort and decision-making, and lessons learned.

Design and implement the project scheme, including schedule and facilitate meetings and discussions; distribute minutes and progress reports, attachments and knowledge-sharing, timely coordination with external participants, facilitation; identify and proactively manage changes in project scope, identify potential crises, and devise contingency plans.

Work closely with NRHA business units to drive the Agency strategic and business planning cycle, including annual goal-setting and benchmarking, prioritization, budgeting and implementation, performance tracking and reporting.

Coordinate the Agency-wide project prioritization process.

Conduct and coordinate training and knowledge management to ensure programs, new skills, innovations and enhancements are deployed and effectively put in place.

Education, Experience, and Licenses

Bachelor's degree required. 2-4 years’ experience in project management. Project Management Professional (PMP) certification a plus.

Knowledge, Skills, and Abilities

Professional project management, including the use of techniques and software tools.

Proven expertise in the design, development and management of enterprise-wide projects.

Strong analytical and problem-solving skills.

Proven ability to effectively communicate complex concepts to diverse groups of people

Strong interpersonal skills, coordination and communication across large teams, ability to work effectively with management and executive-level staff.

Physical Demands/Work Environment

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds.
