Job Description

Project Manager – Property Management (M&E, Decommissioning & Specialist Relocation Projects)


Location: Exeter (initially 3 days onsite per week, may reduce as project progresses)

Contract: 12-month fixed-term

Pay Rate: £407 per day (Umbrella)

Hours: 37 per week

SC Clearance required


We are seeking an experienced Project Manager to lead property-focused projects, including Mechanical & Electrical (M&E) works, decommissioning, refurbishment, and specialist relocations. This role is hands-on and delivery-focused, requiring excellent leadership, stakeholder engagement, and the ability to manage complex projects from inception through completion.


Projects include:

  • Relocation of sensitive collections requiring specialist handling and environmental controls.
  • Decommissioning and refurbishment of operational spaces for new uses.

You will manage multiple workstreams, coordinate contractors, and ensure delivery within time, budget, and quality requirements.


Key Responsibilities

  • Lead projects through planning, delivery, and completion, ensuring agreed outcomes are achieved.
  • Develop project plans, budgets, and resource schedules.
  • Manage risks, issues, and stakeholder expectations effectively.
  • Liaise with teams and contractors to ensure smooth operational delivery.
  • Apply CDM Regulations across all construction, refurbishment, and decommissioning activities.
  • Provide leadership, guidance, and motivation to project teams.


Essential Skills & Experience

  • SC Clearance
  • PRINCE2 Practitioner and/or APM PMQ Certificate or equivalent project management experience
  • Strong understanding and practical implementation of CDM Regulations
  • Proven experience delivering medium-complexity property projects
  • Excellent stakeholder management and communication skills
  • Ability to manage multiple activities and shifting priorities
  • Strong leadership skills for task management and team motivation


Desirable

  • Experience working in the public sector
