Project Scope

We are seeking an experienced Project Manager (PM) to lead and coordinate the Budget Planning Tool project. The PM will work closely with program and IT teams to ensure successful delivery of project objectives, including planning, scheduling, tracking, and reporting. Responsibilities include managing risks, issues, change requests, scope, and project budget while ensuring the project is delivered on time and within budget.

Key Responsibilities

• Lead and oversee all phases of project management, ensuring alignment with organizational goals.

• Develop, maintain, and execute project plans, timelines, milestones, and deliverables.

• Facilitate project meetings with stakeholders, sponsors, and cross-functional teams.

• Identify, track, and manage risks, issues, dependencies, and change requests.

• Ensure business requirements are translated into accurate technical specifications.

• Oversee development and completion of SDLC artifacts; guide and facilitate the SDLC process.

• Track and manage project budget and resource allocation.

• Provide concise reporting, including weekly status reports and executive presentations.

• Build and maintain strong relationships with project sponsors and stakeholders.

• Manage feature-driven sprints and track agile project deliverables.

• Ensure compliance with agency standards and methodologies.

• Work occasional evenings, weekends, or holidays as needed.

Mandatory Qualifications

• 10+ years of experience managing large-scale implementations across complex organizations.

• Proven ability to develop and manage project plans, risks, issues, and contingency plans.

• Strong analytical and problem-solving skills with ability to devise and implement solutions.

• Extensive experience overseeing SDLC processes and artifacts.

• Strong communication and presentation skills with ability to brief executives and stakeholders.

• Demonstrated success in leading collaborative, fast-paced project environments.

• Expertise in agile methodologies, including feature-driven sprints and progress tracking.

• Ability to escalate and summarize issues appropriately with actionable recommendations.

• PMP Certification (mandatory) – must be listed on resume; proof may be requested.

/Desirable Skills

• 5+ years of experience implementing agile methodologies in State of Texas agencies.

• 2+ years of additional experience with PMP-certified project environments.
