Job DescriptionJob DescriptionPosition Overview: The Project Manager oversees multi-site acquisition operations, ensuring effective procurement, contract management, and compliance with federal regulations. This role leads the development of acquisition strategies, manages funding and budgeting processes, and coordinates with stakeholders to support program objectives across multiple locations. The ideal candidate will have extensive experience in federal acquisition management, proficiency in acquisition and data management tools, and a proven ability to lead cross-functional teams and deliver high-quality procurement deliverables.

Key Responsibilities:

  • Acquisition Management: Lead procurement processes, including developing statements of work, performance work statements, and market research to support program acquisitions.
  • Funding and Budget Oversight: Manage program budgets, track funding allocations, and conduct cost analyses to ensure financial alignment with operational goals.
  • Contract Coordination: Facilitate contract administration, ensuring compliance with federal acquisition regulations and coordinating with contracting officers and external partners.
  • Performance Reporting: Prepare acquisition performance reports, tracking cost, schedule, and contract milestones, and deliver briefings to stakeholders using tools like Microsoft Excel and SharePoint.
  • Data Management: Maintain accurate acquisition data in management systems, ensuring compliance with documentation and reporting requirements.
  • Risk Management: Identify acquisition-related risks, develop mitigation strategies, and maintain risk registers to ensure program stability.
  • Process Improvement: Implement process enhancements using Lean, Agile, or ITIL methodologies to optimize acquisition workflows and improve efficiency.
  • Stakeholder Facilitation: Coordinate with program managers, vendors, and external partners to ensure transparency and alignment, organizing acquisition reviews and workshops.
  • Documentation: Develop and maintain high-quality deliverables, including acquisition plans, Work Breakdown Structures (WBS), and Integrated Master Schedules (IMS), ensuring timely submission.
  • Vendor Management: Oversee vendor performance, ensuring adherence to contract terms and service level agreements.

Qualifications:

  • Education: Bachelors degree in Business Administration, Public Administration, Engineering, or a related field (Masters ). Equivalent experience (10+ years in federal acquisition management) may be substituted with approval.
  • Experience: Minimum 5 years (10 years ) in federal acquisition management, procurement, or contract administration, with experience in multi-site operations and stakeholder coordination.
  • Certifications: PMP or CAPM highly desired; ITIL Foundations, Lean Six Sigma, or FAC-C (Federal Acquisition Certification) .
  • Technical Skills: Proficiency in Microsoft Project, Microsoft Office Suite (Excel, PowerPoint, Word), SharePoint, and acquisition management systems. Familiarity with Jira, ServiceNow, or CPARS is a plus.
  • Soft Skills: Exceptional analytical, organizational, and communication skills; proven ability to lead cross-functional teams and present complex acquisition data to diverse audiences.
  • Clearance: Active Public Trust or Secret Clearance required.
  • : Direct experience with federal acquisition programs; familiarity with Agile/Scrum methodologies and acquisition tools.
