The Project Manager will oversee the planning, execution, and closeout of facilities construction, alteration, and sustainment projects for the U.S. Customs and Border Protection (CBP), Border Patrol and Air & Marine (BPAM) Program Management Office (PMO). This role ensures compliance with federal acquisition regulations, CBP policies, and contractual requirements while managing project scope, schedule, and budget. The Project Manager will collaborate with end users (United States Border Patrol and Air & Marine Operations), servicing agencies (e.g., U.S. Army Corps of Engineers, General Services Administration, Federal Aviation Administration), and stakeholders to deliver high-quality outcomes for real property initiatives. The ideal candidate will have a proven track record in construction project management, risk management, and stakeholder coordination within federal environments. Key Responsibilities:
- Project Planning and Execution: Develop and manage project plans, schedules, and budgets in alignment with PMO objectives and contractual obligations. Utilize tools such as Primavera, Microsoft Project, SharePoint, SAP, and TRIRIGA (or their replacements) to track milestones, deliverables, and project data.
- Acquisition Support: Assist in developing acquisition documentation, including Statements of Work and Performance Work Statements, compliant with federal and CBP requirements. Coordinate with servicing agencies to manage procurement timelines and milestones.
- Funding Management & Budget: Track and report project funding and budgets monthly using SAP and TRIRIGA. Submit Purchase Requisition Requests and coordinate with the Financial Management Branch to monitor obligated and expensed funds.
- Facility Operations Management: Monitor maintenance work, develop repair solutions, and ensure permits, warranties, and equipment documentation are maintained in systems of record. Interface with Facility and Infrastructure Managers, customers, and executing agencies.
- Construction Management Reporting: Track and report progress on construction and alteration projects biweekly, validating conformity with project drawings and specifications. Provide project-specific construction progress trip reports for monthly site visits and recommend solutions for issues identified during inspections.
- Quality Assurance Support: Develop and implement quality assurance plans, define acceptance criteria, and establish milestones for deliverable acceptance. Conduct monthly quality audits to ensure compliance with standards.
- Risk and Change Management: Identify, assess, and mitigate project risks related to performance, schedule, and cost. Manage change requests and ensure project stability through structured frameworks.
- Stakeholder Engagement: Coordinate with end users, servicing agencies, and PMO leadership to develop and validate project requirements. Deliver briefings, status reports, and presentations to ensure transparency and alignment with CBP objectives.
- Process Improvement: Integrate lessons learned into project execution and recommend process improvements to enhance efficiency and outcomes.
Qualifications:
- Education: Bachelor’s degree in Business Administration, Project Management, Engineering, Construction Management, or a related field. Educational requirements may be offset by additional years of experience with government approval.
- Experience: Minimum of 5 years of project management experience, preferably in federal construction or facility management projects. Experience working with the U.S. Army Corps of Engineers, General Services Administration, or Federal Aviation Administration is highly .
