Job Summary: Westlake Consultants is seeking a detail-oriented and proactive Project Engineer with a civil engineering background to join our consulting team. This role involves managing and supporting infrastructure and land development projects, including roads, utilities, drainage systems, and site grading. The ideal candidate will combine technical expertise with project coordination skills to deliver high-quality engineering solutions. This position will be in-office and work at our Tigard, Oregon headquarters.

Key Duties and Responsibilities

  • Project Development and Design
    1. Assist in the planning, design, and execution of civil engineering projects.
    2. Attend individual project kick-off meetings and prepare a brief narrative on the project basis of design as discussed during meetings.
    3. Prepare engineering drawings, specifications, and cost estimates.
    4. Perform site layout, grading, stormwater management, roadway/street design, and utility design.
  • Project Coordination
    1. Collaborate with multidisciplinary teams including surveyors, architects, and environment specialists.
    2. Coordinate with the Project Manager for technical resources to assist with the design and plan preparation.
    3. Assist the Project Manager as requested with estimates, workplans, proposal scope, research, mapping and jurisdictional standards.
    4. Provide direct oversight for drafting/design staff working on the project.
    5. Coordinate with the Project Manager for project resource needs to meet schedule and budget.
    6. Support project scheduling, budgeting, and resource allocation.
    7. As approved by the Project Manager, perform jurisdictional technical contact as needed for design clarification, research and standards; (Typically the Project Engineer does not perform client contact directly unless approved by the Client Manager or Project Manager).
    8. Track project milestones and ensure timely delivery.
  • Regulatory Compliance
    1. Ensure designs meet local, state, and federal regulations.
    2. Prepare permit applications and coordinate with regulatory agencies.
    3. Conduct environmental impact assessments and mitigation planning.
  • Construction Support
    1. Provide engineering support during construction phases.
    2. Conduct site inspections and monitor contractor performance.
    3. Resolve field issues and ensure adherence to design specifications.
  • Other duties as assigned

Qualifications

  1. Bachelor’s degree in civil engineering or related field.
  2. 3-5 years of civil engineering design and project management experience.
  3. P.E. licensure .
  4. Proficient in the use of engineering computer applications such as Civil 3D, HydroCad, GIS, and other design software.
  5. Strong understanding of local zoning, land use, and permitting processes.

Physical Demands and Work Environment

  • Occasionally required to stand and walk;
  • Continually required to sit and to utilize hand and finger dexterity;
  • Occasionally required to climb, balance, bend, stoop, kneel or crawl;
  • Continually required to talk or hear;
  • While performing the duties of this job, the noise level in the work environment is usually moderate;
  • The employee must occasionally lift and /or move more than 20 pounds
  • Specific vision abilities required by this job include: Close vision; Distance vision; vision; Peripheral vision; Depth perception and ability to adjust focus
  • This position is 5 days per week, Monday-Friday and will work from our Tigard, Oregon headquarters
