The HUD NEPA Environmental Project Coordinator is responsible for conducting comprehensive environmental reviews for HUD-funded projects to ensure compliance with the Environmental Policy Act (NEPA) and other federal, state, and local environmental regulations. This role involves assessing potential environmental impacts, coordinating with various agencies, and preparing Environmental Review Records (ERR) for grant-funded projects.
Essential Duties and Responsibilities:
Conduct initial project assessments to determine NEPA applicability and review requirements.
Coordinate with federal, state, and local agencies, including Indian tribes, USACE, FEMA, SHPO, and EPA.
Ensure compliance with Section 106 of the Historic Preservation Act, floodplain management, wetlands protection, and other relevant regulations.
Compile and maintain Environmental Review Records (ERR) for each project.
Prepare and publish Notices of Intent to Request Release of Funds (NOI-RROF) and Findings of No Significant Impact (FONSI).
Document all consultation efforts and public comments.
Review project proposals and plans for potential environmental impacts.
Coordinate with project teams, engineers, and local agencies.
Track progress and deadlines of environmental reviews.
Maintain accurate and timely environmental review records.
Communicate environmental compliance updates during team meetings.
Participate in emergency management activities during local disasters as directed.
Minimum Qualifications:
High School Diploma/GED; some college .
At least 5 years of experience in project and program coordination.
Knowledge of NEPA, HUD environmental review requirements, and applicable environmental laws.
Proficiency with Microsoft Office and environmental review software, especially HEROS.
GIS mapping skills, ArcGIS proficiency, and familiarity with census data, maps, and drawings.
Self-motivated with leadership qualities.
Strong organizational, verbal, and written communication skills.
Salary Range:
$25.21 - $31.52 hourly, based on qualifications.
