Construction Manager (E&I)
Location: Pasadena, TX 77507
Duration: 4-Month Contract
Pay Rate: $133/hour
Schedule: 30 hours/week standard; up to 40 hours/week during turnarounds and outages with pre-approval
Position Overview
We are seeking an experienced Construction Manager (Electrical & Instrumentation) to support a major industrial project in Pasadena, TX. This individual will provide leadership and technical expertise throughout the project lifecycle, from FEED/engineering through construction, commissioning, and startup support. The ideal candidate will have extensive experience in industrial E&I projects, instrumentation systems, construction oversight, and outage execution within petrochemical, refining, gas processing, or related manufacturing environments.
Key Responsibilities
FEED / Engineering Phase Support
- Participate in initial site walkthroughs with the project team to identify and define project scope.
- Review P&IDs, redline drawings as needed, and develop instrumentation project lists, including transmitters and critical valve inventories.
- Review instrumentation scopes of work with OEMs and vendors, including:

- Rosemount transmitters
- Fisher DVCs
- ATG systems
- Attend engineering and design review meetings, providing construction and execution planning input.
- Review panel and cabinet fabrication drawings and provide technical feedback.
- Evaluate E&I construction and networking Issued for Approval (IFA) packages and submit comments.
- Support development of project schedules, work plans, and execution strategies.
- Participate in site walkthroughs with engineering teams and equipment vendors.
- Represent the owner during Factory Acceptance Tests (FATs) for hardware, panels, and cabinets.
Construction Phase Support (Pre-Outage / Outage)
- Lead walkdowns of Issued for Construction (IFC) packages with construction contractors.
- Coordinate receipt and inspection of instrumentation equipment, transmitters, and DVCs at the project site.
- Promote and enforce a strong safety culture, ensuring all personnel adhere to site safety requirements.
- Lead daily safety meetings and reinforce safe work practices.
- Oversee and supervise all field construction activities related to electrical and instrumentation scope.
- Provide technical guidance to construction teams based on approved construction drawings.
- Coordinate drawing redlines and field modifications as required.
- Resolve technical questions and construction issues in collaboration with engineering teams.
- Review and approve daily timesheets.
- Participate in daily project meetings with the Project Manager to discuss progress, schedule updates, key accomplishments, and upcoming activities.
- Provide E&I technical expertise throughout installation, commissioning, startup, and project closeout activities.
Required Qualifications
- Extensive experience managing Electrical & Instrumentation (E&I) construction projects in industrial environments.
- Strong ability to interpret P&IDs, electrical drawings, instrumentation diagrams, and construction packages.
- Experience with instrumentation systems, transmitters, control valves, and process control equipment.
- Proven experience leading field construction activities during outages and turnaround events.
- Knowledge of industrial safety practices and contractor management.
- Experience conducting or witnessing Factory Acceptance Tests (FATs).
- Strong communication, leadership, and problem-solving skills.
- Ability to work effectively with engineering teams, contractors, vendors, and project stakeholders.
Qualifications
- Background in petrochemical, chemical, refining, gas processing, or industrial manufacturing facilities.
- Experience supporting commissioning and startup activities.
- Familiarity with process instrumentation vendors such as Rosemount and Fisher.
- Previous owner-operator or EPC project experience.

- Pay Rate: $133/hour
