LOCATION: NSWCPD, Naval Surface Warfare Center Philadelphia Division
STATUS: Contingency – Announcement of Award Imminent
SSC: Active Secret Security Clearance (required)
TRAVEL: Occasional travel (Virginia Beach, San Diego, Philadelphia)
SALARY $130,000.00 with a Comprehensive Benefit Package

JOB SUMMARY:
Provide technical, project, analytical, program, and supply chain management support of policy and compliance in the areas of Operating Materials & Supplies (OM&S), Plant Property & Equipment (PP&E)/ Asset Management, and Purchase Requisition (PR). Support all OM&S, PP&E/AM, and PR Creation management functions including policy development, financial and physical accountability, training, performance monitoring, and process improvements.
JOB TASKING:
- Be the primary interface with government and contractor personnel and adhering to organizational policies, procedures, and regulations throughout the project lifecycle
- Support the development and maintenance of Guidelines, Policies, Key Support Documents (KSDs), Standard Operation Procedures (SOPs), Plans of Actions & Milestones (POA&M) schedules, Training Documentation and Technical Reports related to OM&S, PRs, PP&E/AM, IAW established N-ERP Business Rules and OM&S Policies, while updating and maintaining associated documentation on NSWCPD SharePoint.
- Develop POA&M schedules in Microsoft Project, meeting minutes, track action items, coordinate testing, training events and Power Point presentations to address tasks within the SOW as necessary.
- Support training sessions including scheduling, tracking attendance, and providing updated attendance records.
- Track and report customer interactions, complaints, suggestions, and comments and provide reports.
- Plan and facilitate monthly working group meetings and/or training sessions to include NSWCPD and other attendees. While effectively communicating project progress, present program plans, strategies, exchange ideas and process concepts in SOW related systems and ensuring alignment with organizational objectives. This includes the coordination of process changes, business rule updates, and program status between Departments.
- Implement processes and procedures to identify, monitor, perform analysis and execute trend performance metrics in the areas of supply chain management to address issues, conflicts and bottlenecks for OM&S, PR, and PP&E/AM.
EXPERIENCE:
Ten (10) years of management experience in material accountability, major project or program level management of contractors/subordinates, and performance of physical inventories. Experience in Plant Property & Equipment and Asset Management.
EDUCATION:
Individual shall possess a Bachelors’ degree in any technical or business discipline from an accredited college or university. In lieu of the education requirement, individuals shall have a minimum of ten (10) years of Department of Defense related business experience in Plant Property & Equipment / Asset Management.
