Homeless No More is a nationally recognized system of care serving homeless and at-risk families with children across the Midlands of South Carolina. Our programs include Family Shelter, a 30-day emergency shelter program, St. Lawrence Place, a two-year transitional shelter program, and Live Oak, an affordable housing development initiative. Across all three, HNM delivers comprehensive supportive services for the entire family, including case management, life skills programming, and educational programs for children that include after-school and summer camp programming. We are the only shelter system in South Carolina that keeps entire families together, including fathers and boys over the of 12.

The Role

\n

The Program Operations Manager is responsible for the day-to-day operational coordination of HNM’s supportive services and shelter programs across Family Shelter, St. Lawrence Place, and the Children’s Education Program. This role sits between the Director of Programs and the frontline team, ensuring that processes are followed consistently, schedules are covered, data is accurate, and protocols are implemented. The Program Operations Manager reports directly to the Director of Programs.

This is a role for an experienced social services professional who understands the realities of shelter life, can manage a team through the complexity of 24/7 service delivery, and brings the organizational discipline to keep everything running without dropping details. Clinical experience is an asset. Operational instincts are a requirement.

What You Will Do

\n

Intake and Client Coordination

\n

•Implement HNM’s intake process consistently and accurately, including family vetting, file setup, coordination with case managers and education staff, and scheduling of initial intake meetings.

\n

•Report census data in real time to the Director of Programs and executive leadership.

\n

•Lead solutions-focused conversations with case management and intake staff that provide meaningful guidance to families or referring partners.

\n

Process and Protocol Implementation

\n

•Serve as the primary point of accountability for ensuring that all program processes and procedures are implemented consistently by the team and followed by the families served.

\n

•Ensure shelter rules and expectations are applied consistently by the program team and understood by the families in HNM’s care.

\n

•Identify gaps, inconsistencies, or resistance in process implementation and escalate promptly to the Director of Programs with specific observations and recommendations.

\n

Staff Scheduling and Coordination

\n

•Create and maintain the evening and weekend staff schedule, including holidays, ensuring consistent 24/7 coverage across all shelter programs.

\n

•Under the direction of the Director of Programs, establish and maintain clear communication channels between evening and weekend staff and case management team.

\n

•Oversee reporting requirements for part-time shelter staff, including nightly reports and incident documentation, and ensure prompt escalation to the Director of Programs and CEO when warranted.

\n

•Maintain the on-call schedule for the adult services team.

\n

•Implement a regular meeting cadence with evening and weekend staff that supports team alignment, professional development, and consistent communication.

\n

•Maintain and monitor the emergency call system for evening and weekend staff.

\n

Data Collection and Quality Assurance

\n

•Own data collection and quality assurance through HMIS, ensuring accuracy, completeness, and timely entry across all program areas.

\n

•Support data collection related to case management services, grant outcomes, and compliance requirements under the direction of the Director of Programs.

\n

•Conduct regular file audits under the direction of the Director of Programs.

\n

•Maintain accurate tracking of all data related to auxiliary shelter programs.

\n

•Compile and hand off program data to the grants coordinator in support of funder reporting requirements.

\n

Program Support

\n

•Serve as a substitute case manager when team members are on extended leave.

\n

•Provide support coverage for Family Shelter and St. Lawrence Place life skills programming.

\n

•Support the Children’s Education Program as needed, including after-school and summer camp operations.

\n

•Assist with special projects and HNM events as directed.

\n

What We Are Looking For

\n

Education and Experience

\n

•A bachelor’s degree in social work or a related field plus five years of experience in a social services setting is required.

\n

•A master’s degree and licensure in social work or a related field is .

\n

•Five years’ experience in leading successful teams in operational implementation of program and shelter operations.

\n

•Training and experience in motivational interviewing.

\n

•Working knowledge of case management practices, community resources, and the operational realities of shelter programs.

\n

•Experience with HMIS or similar data collection platforms.

\n

•Demonstrated track record of process implementation, scheduling, and operational coordination in a social services environment.

\n

Skills and Qualities

•Strong organizational and time management skills, with the ability to manage multiple operational priorities simultaneously without losing accuracy or consistency.

\n

•Direct, clear communicator with staff, families, and community partners.

\n

•Ability to de-escalate crisis situations calmly and make sound decisions under pressure.

\n

•Works effectively both independently and as part of a team.

\n

•Holds self and others accountable to established protocols and compliance requirements.

\n

•Proficiency in Microsoft Office Suite and Homeless Management Information System (HMIS).

The Details

\n

Homeless No More is based in Columbia, South Carolina, with shelter campuses and housing throughout the Midlands. This is an in-office position based at HNM’s administrative campus.

\n

This full-time, salaried position requires occasional evenings and weekends to support life skills programming, organizational events, and operational coverage.

\n

Salary range: $58,000 to $68,000, commensurate with experience.

\n
