The Program Manager (PM) serves as the primary lead and main point of contact for the BPA task, responsible for overseeing all contract activities, ensuring successful delivery of services, and maintaining productive client relationships. The PM provides strategic direction, operational oversight, and quality assurance across all facets of project execution, aligning with BPA’s mission, requirements, and federal compliance standards. Those with a Secret or L clearance are given priority. If no clearance, you must be eligible. This is hybrid to the Portland, OR area.

- Education: Bachelor’s degree in Information Technology, Project/Program Management, Business Administration, or related field. Master’s degree .
- Experience: At least 7–10 years of progressive program or project management experience, preferably in federal government or energy sector engagements.
- Certifications: PMP (Project Management Professional) required. ITIL, CISM, or equivalent certifications desirable.
- Knowledge/Skills:
- Demonstrated expertise in federal regulations (FISMA, NIST, etc.)
- Experience managing large, complex IT or cybersecurity projects
- Strong leadership, team-building, and communication skills
- Analytical and problem-solving competencies
- Experience with stakeholder management and risk mitigation
- Proficiency in project management tools and reporting systems
Security Requirements
- Must be able to obtain and maintain the Secret security clearance.
Responsibilities:
Leadership:
- Provides overall project leadership, direction, and management for all BPA-related activities.
- Serves as main liaison between BPA stakeholders, contractor staff, and company leadership.
- Drives strategic planning and continuous improvement initiatives.
Contract Insight:
- Monitors contract performance, deliverables, schedules, and budgets to ensure full compliance with contract and PWS requirements.
- Manages risk, issue resolution, quality control, and contract modifications as needed.
Team Management:
- Recruits, supervise, and mentor project team members.
- Allocates resources according to project priorities and deadlines.
- Fosters a high-performance team culture aligned with BPA’s objectives
Client Engagement:
- Maintains effective communication with BPA leadership and stakeholders.
- Facilitates status meetings, briefings, and updates to ensure transparency and client satisfaction.
- Anticipates and proactively addresses client needs.
Technical Oversight:
- Ensures the delivery of technical cybersecurity solutions that comply with federal mandates, BPA standards, and cybersecurity best practices (e.g., FISMA, NIST SP 800-53).
- Oversees the integration of technologies and methodologies supporting BPA’s mission.
Reporting and Compliance:
- Prepares and submits all required contract reports, deliverables, and documentation.
