Program Manager - Emergency Prep Planning

Reporting to: Director, Emergency Preparedness

Location: Rochester or Binghamton, NY; Orange, CT; Portland or Augusta, ME

Work Type: Office

The base salary range for this position is dependent upon experience and location and includes up to 16% bonus

In Maine & New York: $113,000 to $142,000

In Connecticut: $125,000 to $157,000

Summary:

The Emergency Preparedness Planning, Program Manager is responsible for developing and maintaining Emergency Plans for Avangrid. You will work closely with leaders and individuals from across the companies to ensure plans are up-to-date, and available for training, exercises and real-world events. This position is a key member of the Emergency Preparedness staff at Avangrid. It reports directly to the Director of Emergency Preparedness and will work closely with other members of the Emergency Preparedness team who are responsible for developing emergency preparedness training, exercises, tracking corrective actions and supporting emergency response operations. As the lead for all our Emergency Preparedness Planning program you will work with stakeholders from across all our Avangrid companies to ensure Emergency Response Plans are up-to-date and meet all compliance requirements. A successful applicant for this position will have demonstrated experience leading cross functional teams to develop emergency plans. They will need to be familiar with the deliberate planning process, either through use of the FEMA Comprehensive Planning Guide, or a similar standard and have strong organizational, communications (verbal and written) and facilitation skills.

Key Responsibilities

  • Planning Expert: Be able to execute a deliberate planning process to update existing plans or develop new plans. Understands how to design plans that are effective for training but are also executable during an emergency.
  • Training on Plans and Continuous Improvement: Works with training, exercise and operations staff to ensure plans are trained too and evaluated for updates during exercise or after real world events. Updates plans based on lessons learned and corrective actions.
  • Plan Management: Tracks and manages inventory of plans and plan maintenance schedules to ensure external compliance due dates and internal planning requirements are met.
  • Facilitation of Workshops and Meetings: Planning requires bringing variety of experts together to solve a problem. As the lead planner you will need to facilitate cross functional teams by hosting workshops, leading discussions and facilitating planning sessions.
  • Project Management: The candidate must have well-developed project management skills and be able to multitask in a fast-paced environment. The candidate will need to handle multiple projects at once and be effective at working with a variety of stakeholders to accomplish program goals.
  • Budget and Contract Management: The candidate shall be responsible for the preparation and management of budgets, contracts, and expenses for their program area.
  • Communications Skills: The candidate will need to be an effective communicator who can adapt their communication approach to a variety of audiences – from technical to executive leadership. They should be able to develop effective, clear and easy to understand materials and presentations to accomplish their goals. Collaboration: The candidate will need to work collaboratively with other program staff and is expected to support the team in other areas when needed.
  • Hours of Work: Available and on-call to respond to emergencies that include working outside of normal business hours (nights, weekends and holidays).
  • Travel as needed to support day-to-day operations and emergencies throughout companies.

Required Qualifications

  • Bachelor's degree + 7 years experience or Associate's degree + 10 yrs experience
  • 7 years relevant experience required
  • Experience facilitating cross functional teams through a planning process
  • Strong experience with project management

Qualifications

  • Emergency Management experience in Utility or Critical Infrastructure setting
  • Master's degree – in Planning or Emergency Management
  • Use of the FEMA Comprehensive Planning Guide
  • Completion of the Homeland Security courses: ICS 700, 100, 200, 300, 400 .
  • Incident Commander or other position ICS command and general staff qualifications .
  • Understanding and experience implementing programs that follow Standards for Emergency Management (e.g. FEMA, NIMS, ICS)
  • Experience working in utility regulatory environment
